王应宽 Wang Yingkuan Beijing, China 2018-06-26 JCR 2017 完整报告文后可免费下载 《国际农业与生物工程学报》 (IJABE)在JCR2017中的 最新影响因子为 1.267 2018 年6月26日美国费城电, 根据科睿智唯安发布的2018期刊引证报告(Journal Citation Reports ® ,JCR 2017),开放存取(OA)国际英文刊International Journal of Agricultural and Biological Engineering(IJABE,《国际农业与生物工程学报》)最新影响因子(Journal Impact Factor, JIF)再次突破1,达到1.267,在全球被SCI收录的14种农业工程类期刊中排名第八;在被SCI收录的3种亚洲农业工程期刊中排名第一。 IJABE 是一本中美合作的国际英文期刊,系王应宽博士理论联系实际采用开放存取模式创办于2008年,由中国农业工程学会和(美国)海外华人农业、生物与食品工程师协会共同主办,同时出版印刷版和网络版,由国际编委会参与同行评审和指导办刊。 IJABE 从2013年第1期开始被SCI收录,至今仍是中国农业工程领域唯一一本被SCI收录的期刊,为中国农业工程科研成果的发表和国际交流打造了高效的新平台,有利于研究成果的广泛传播与共享。 IJABE 现为双月刊,每逢单月底出版。现任主编为农业农村部规划设计研究院研究员王应宽博士。自创刊以来,累计收稿4500多篇,已连续出版11卷共49期,累计刊载学术论文800多篇。论文作者来自30多个国家和地区,读者遍及100多个国家和地区,读者对象包括农业、生物与食品工程及相关学科领域的科技、教育、咨询、决策、推广应用等人员。 截至2018年6月11日,据Web of Science统计,IJABE累计刊载论文800多篇,被SCI收录期刊引用2800多次,篇均被引3.42次, h指数18。 另据Scopus发布的2017 SCIMago Journal Ranking排名,IJABE的SJR为0.408,h指数18,在工程(综合类)类期刊和农业与生物科学(综合类)期刊中均位于第二区。CiteScore 2017达到1.44(类似于基于Scopus数据计算的3年影响因子),在177种农业与生物科学类期刊中排44名,在270种工程类期刊中排64名。 资料链接: 科睿唯安 发布了 JCR 2018 (Journal Citation Reports ® , JCR )。 JCR 是目前对评估同行评审刊物最有影响力的资源,也是期刊的年度指标来源,其中包含期刊影响因子( Journal Impact Factors , JIF )。 JCR 的衡量是根据影响力的指标以及 Web of Science TM 的引用数据, Web of Science TM 是业界领先的科学、社会科学、艺术与人文领域引用网络。影响因子( IF )排名则是根据过去两年中平均每篇文章被引次数计算出来的。 2018 的报告提供从 2017 年数据中计算出来的影响力指标,完整的报告包含 80 个国家的 11,655 份期刊,涵盖自然科学和社会科学中的 234 个学科领域。这次的名单中新增了 276 种期刊,它们第一次有 JIF 。 CA:A Cancer Journal for Clinicians 拥有最高的影响因子,高达 244.585 ;Nature 影响因子为41.577,Science也不甘示弱,JIF达到41.058。Cell的JIF 下降到31.398. 中国的Cell Research的影响因子达到15.393。另一方面, Living Reviews in Relativity 则是开放存取期刊中 JIF 最高的,达到 23.333 。 JCR 这次打压了 20 种期刊,其中 14 种期刊因为自引率过高, 6 种期刊因为疑似不恰当的重复引用,希望它们改善报告诚信,经过一年的观察期后,下年再重新评估。报告中涉及 6400万 篇文献,其中 1000 万篇用于影响因子的计算。 Journal Citation Report-JCR 2017.xlsx (JCR2017 报告可下载) 2018 JCR AE category (2017 citation metrics).xlsx (14种农业工程类期刊引证指标,可下载) 2018 Ag Engr journal CiteScore trends.xlsx

王应宽 Wang Yingkuan Beijing, China 2014-03-15 开放存取英文刊 IJABE 国际化网络化办刊策略与启示 王应宽 1) ,时秀焕 1) ,吴卓晶 1) , Paul Chen 2) , RogerRuan 2) ,朱 明 1) 1) 农业部规划设计研究院 100125 ;北京朝阳区麦子店街 41 号《国际农业与生物工程学报》编辑部, Email : wangyingkuan@163.com 2) University of Minnesota,St Paul, MN 55108, USA 摘 要: 为探索网络信息时代创办 OA 期刊及其国际化的途径,结合中国农业与生物工程领域第一本真正意义上的 OA 学术期刊 InternationalJournal of Agricultural and Biological Engineering (IJABE, www.ijabe.org) 的发展历程 , 从以下方面阐述了 OA 期刊国际化网络化办刊实践与经验:刊名与域名的确定、主编的遴选、办刊宗旨及栏目设置、国际化编委会、国际化的同行评审、期刊网站的建设、远程期刊管理系统 OJS 的特点及客户化、办刊经费的筹集、办刊与办会有机结合的策略、以论文质量为核心的品牌化策略、以网络在线版为主纸质印刷版为辅的出版策略、全文即时 OA 策略、“推拉式”期刊宣传推广策略、编者 - 审者 - 作者团队的培养、积极与国际知名检索系统沟通争取被国际知名数据库收录等。最后提出了 IJABE 发展中存在的问题和下一步的设想及努力方向。 关键词: 开放存取 开放存取期刊 国际英文刊 IJABE 国际化 网络化 经营模式 1 引 言 开放存取( Open Access, OA )是国际科技界、学术界、出版界、信息传播界为推动科研成果通过网络自由传播和使用而发起的运动。自 20 世纪 90 年代初出现以来,国外学者从不同的视野和层面对 OA 进行了较为系统深入的研究,发表的研究论文、综述、报告、评论、博文等已近万篇,提出了许多切实可行的 OA 方案或模型,解决了许多问题,这都为研究 OA 出版提供了较为丰富的文献信息,也为推动 OA 运动的发展奠定了基础 。虽然国内对 OA 的研究也不少,但大多处于关注或跟进阶段,所发表的数百篇文章也大都是介绍国外 OA 的研究情况,或就某些特定问题进行探讨,鲜有针对中国科技期刊的实际进行 OA 期刊出版模式或 OA 文献共享共用效果方面进行系统深入的研究。中国期刊界正在推进国际化办刊,特别是英文期刊,如 Journal of Integrative Plant Biology 、 Molecular Plant (《分子植物》) 、 Journal of Environmental Sciences 、 Chinese Chemical Letters 、《材料科学技术 ( 英文版 ) 》 等,在“借船出海”推进国际化办刊方面进行了有益的探索,也取得了可喜的成绩,值得学习借鉴。但理论结合实际,在中国创办 OA 期刊并开展国际化网络化办刊实践的并不多见。 当前,随着 OA 运动的开展, OA 期刊出版蓬勃发展,数量大幅增长,质量稳步提升。 OA 出版的最基本特征为信息数字化、在线出版传播、免费获取(全文)和赋予用户宽泛的使用权限。截至 2013 年 8 月 3 日 , Directory of Open Access Journals (DOAJ) 数据库显示, 国际 OA 期刊数量高达 9940 种 , 广泛分布于 120 多个国家, 超过百万篇文章发表在 OA 期刊 。 据统计,截至 2011 年底已经被 SCI 收录的 OA 期刊达 619 种 。随着开放存取在全球的发展,其影响日益扩大,逐渐被学术界认可和接受,成为学术文献生产和传播的重要方式。在此背景下,创办 OA 期刊,或者把传统付费阅读期刊转变成 OA 期刊成为发展趋势。 International Journal of Agricultural and Biological Engineering ( IJABE, 《国际农业与生物工程学报》) 就是在理论联系实际基础上创办的一种创建型 OA 期刊,是国内较早创办并快速发展为品牌期刊的成功案例。本文详细介绍 IJABE 的创办背景、办刊策略以及实践经验。 IJABE 作为国内为数极少的创建型 OA 期刊,其开放存取途径、快速成长经验、经营模式以及国际化网络化发展策略,有望为同行创办 OA 期刊提供借鉴、理论依据和实践参考。 2 IJABE 的创刊背景和取得的初步成效 网络化和开放存取的发展对期刊出版方式具有催化作用。期刊主创人员王应宽博士自 2003 年开始跟踪研究 OA 。在北京大学攻读博士期间,以“中国科技学术期刊的开放存取出版研究”为题 ,对 OA 进行了较为系统深入研究,在中国期刊 OA 出版模式的探索中取得丰富的理论研究成果 。在 OA 期刊蓬勃发展的大背景下,由王应宽博士倡导发起,于 2008 年理论联系实际创办了中国农业工程学科领域第一本创建型 OA 期刊。 IJABE 由中国农业工程学会( CSAE )和美国海外华人农业生物与食品工程师协会( AOCABFE )共同主办,探索出一种与国外学术团体合作,“借船出海”创办 OA 期刊的新模式。 AOCABFE 集合了大批旅居海外的优秀华人科学家 , 为期刊提供学术把关和智力支持,协助征集高质量论文,帮助在海外宣传和推广期刊。 CSAE 及其挂靠单位农业部规划设计研究院主要协助筹集办刊经费、提供办公场所、解决办公设备、人力资源等,同时团结和组织国内农业工程界的专家学者参与支持办刊。总之,主办单位集合了国内外农业工程界一流的专家学者,两个学会的密切合作,为办刊提供了良好的学术资源和办刊条件。创办农业工程国际英文刊既能够满足国内专家发表高水平学术论文和走向国际的现实需要,也填补了中国农业工程领域国际英文刊的空白,还将在促进该领域的国际学术交流合作中发挥越来越重要的作用。 IJABE 的创办具有重要意义,被认为是中国农业工程学科里的一件大事,被写入《农业工程学科发展报告 (2010-2011) 》中。当前,国外出版商纷纷进入中国,与中国期刊开展合作。中国期刊也寄希望于与大型出版商合作,借用其平台和渠道, “ 借船出海 ” ,实现国际化发展。目前,中国英文期刊的国际合作大多采用与国外大型出版商合作的形式 。但本刊 IJABE 所探索走出的是一条有别于同大型商业出版商合作的“借船出海”的办刊之路。 IJABE 与国外学术团体合作办刊,在学术内容出版、版权、经营管理等方面具有更大的自主权和灵活性。 3 IJABE 的办刊策略和实践经验 3.1 IJABE 的期刊定位与开放存取策略 ( 1 )期刊定位 IJABE 的办刊宗旨和目标是为国内外的农业、食品和生物工程师提供学术交流平台,为中国专家学者提供一个国际学术交流的窗口;通过组建国际化的编辑团队和权威编委会,创立并经营国际化知名学术期刊品牌,争取 IJABE 被国际最权威的检索系统 SCI 收录,实现自负盈亏、自我发展,为繁荣学术、激励创新、推动学科发展和科技进步服务。 ...... Open access (OA) means unrestricted online access to peer-reviewedscholarly research. OA literature is free, digital, and available to anyoneonline. An open-access article haslimited copyright and licensing restrictions which means anyone, anywhere, withaccess to the Internet may read, download, copy, and distribute that article. As an OA journal, the papers published inIJABE are freely accessible online immediately upon publication via the IJABE website. With the OA strategy, IJABE can reach abroader spectrum of readership by removing price barriers (subscriptions,licensing fees, pay-per-view fees) that some individual readers may experience. Because open access provides barrier-freeaccess to information, readers and researchers anywhere in the world can readscholarly output that has been made available in an open-access journal. A wider audience, in turn, has the potentialto increase the impact of the research presented in an open-access article;i.e., the more readers, the greater the impact. Many studies indicate that open-accessarticles are more immediately and more frequently cited than non- open-accessarticles. For example, a 2006 study by aUniversity of Southamptonresearcher in the United Kingdom found that authors of OA articlesreceive 50% to 250% more citations. Morerecent research shows that there are different levels of OA citation advantagefor different disciplines: 170% to 580% increase for Physics/Astronomy, 300% to450% increase for Medicine, and 200% to 600% increase for Agriculture. Increased citation rates lead to greaterresearch impact. Therefore, the way tomaximize the impact of your research findings is to maximize the exposure toyour work. Publishing in OA journals is generally recognized as the mostefficient way to maximize your impact. Meanwhile, in order to help to shareknowledge and creativity with the global scientific community and to protectauthors’ intellectual property (as with any scholarly article, traditional orotherwise), authors of an OA article should be properly acknowledged and cited. IJABE adopts the Creative CommonsAttribution 3.0 License (CC-BY3.0) to support these goals. IJABE provides a platform for sharing thelatest high-quality research concerning agricultural, food and biologicalengineering and the application of these engineering techniques in all areas ofagriculture. The journal features worksof great significance, originality, and relevance in all of the primaryareas. Our readers are from theinternational scientific community and include educators, policy makers,agricultural engineers and scientists, and interested members of the publicaround the world. IJABE has establishedstrong quality control in the overall publication process, with the help of aninternational editorial board including over 300 renowned experts from about 50countries and a high-quality editorial team, by performing rigorous peerreview, repeated revision for improvement, professional editing andproofreading, academic misconduct checking such as multiple contributionsof the same manuscript, and checks for fabricated data, falsified results,pleonasm or plagiarizing, and unwarrantable authorship and signature. IJABE has gained great success based onthe above joint efforts. Up to February22, 2014, over 1100 submissions were received from over 20 countries, and sixvolumes with 22 issues and over 220 papers were published. The IJABE website has attracted over 500,000visits from more than 90 countries around the world. Many papers published in IJABE were cited byother prestigious journals including Web of Science™ Core Collection-indexedjournals. To date, the total registeredusers in IJABE database has reached over 10,000. Most importantly, up to February 25, 2014,207 papers published prior to the fourth IJABE issue of 2013 were indexed in ThomsonReuter’s Web of Science™ All Databases category, which were cited 343 timesincluding the top-cited paper which was cited 98 times (which was published inIJABE in 2009). IJABE’s average citationper item was 1.66 and the corresponding h-index was 7. According to the google scholar citations, asof February 23, 2014, the total number of times that IJABE papers were citedreached 938 for the 221 papers published in IJABE (through issue 4 of 2103),with an average citation per item of 4.2. It is especially noteworthy that all the 50papers published in IJABE in 2013 have been indexed by Ei Compendex, with theCompendex abstracted and indexed records uploaded on IJABE website. Let’s look at other indicators. The SCImago Journal Country Rank is aportal that includes the journals and country scientific indicators developedfrom the information contained in the Scopus database (Elsevier B.V.). These indicators can be used to assess andanalyze scientific domains. The SCImago Journal Rank (SJR) indicator, developedby SCImago from the widely known algorithm Google PageRank™, shows thevisibility and impact of the journals contained in the Scopus database. IJABE has been included in Scopus since 2009. According to the latest Journal Rankings bySJR in 2012, IJABE ranked in the second quartile (Q2, 25%-50%) among all thecovered journals in the subject category of both “Engineering (miscellaneous)”and “Agricultural and Biological Sciences (miscellaneous)”. IJABE ranks second and fifth among theScopus-covered journals in the subject categories of “Agricultural andBiological Sciences (miscellaneous)” and “Engineering (miscellaneous)”published in China,respectively. 2010《国际农业与生物工程学报》(IJABE)简报

王 应 宽 2011-01-11 UTC-6 CST UMN, St Paul MN, USA 前几天刚熬夜完成了几期出刊工作,本以为可以松口气,后来又到年终总结,填写各种表格,先是业务总结,后又是党员民主评议等。这些工作都完成了,随着归期临近,感觉可以打包行囊,计划回国行程了,却突然又收到国内发来的邮件,说为更为详实、准确、全面的了解近两年农业工程学科在学科建设、学术成果、人才培养、学术交流及学术刊物等方面情况,为撰写《农业工程学科发展报告( 2010-2011 )》综合报告和专题报告提供更多有价值的信息,请填写《农业工程学科发展报告综合报告数据调查表( 2010-2011 年)》。我被要求提供我所负责的 3 本国际英文期刊的情况简报,死期 ( Deadline )是 1 月 13 日前。本来还想忙里偷闲为俺的博客再写点美国访学见闻,分享那些稍纵即逝的精彩瞬间。结果又被这临时的作业占据。因为此前这 3 刊都没有相关的中文介绍,又是一个不眠之夜,终于临时拼凑了些材料,算是如期完成了任务。也顺便贴于博客,立此存照。 2010 《国际农业与生物工程学报》 (IJABE) 简报 《国际农业与生物工程学报》( International Journal of Agricultural and Biological Engineering, IJABE, http://www.ijabe.org )创刊于 2008 年。该刊是一本中美合作的国际英文刊,由中国农业工程学会( CSAE )和(美国)海外华人农业、生物与食品工程师协会 (AOCABFE) 共同主办,同时出版网络版和印刷版(国际刊号 ISSN1934-6344/eISSN1934 -6352) 。中国农业大学教授汪懋华院士和美国明尼苏达大学教授 Roger Ruan 任主编,汪懋华院士和美国农业部亚热带农业研究中心研究员杨成海博士担任编委会主任,朱明院长担任编委会常务副主任, 王应宽 博士和美国明尼苏达大学 Paul Chen 博士担任执行主编。该刊成立了由来自 30 个国家的国际知名同行专家组成的国际化的编辑委员会,负责学术质量把关,实行同行评审。该刊建有独立国际域名的网站( http://www.ijabe.org ),选择安装了远程稿件编辑处理软件系统开放期刊管理系统 OJS ,可以通过网站投稿、审稿和阅读文章等。 期刊共设 6 个专业技术栏目,包括动力与机械系统、水土工程、生物环境工程、信息与电气技术、可再生能源工程、农产品与食品加工工程,为引领和跟踪学科交叉与融合发展,还设立了 新兴科学、工程与技术 栏目。实行栏目主编负责制,专家负责学术质量的把关。主要刊登农业与生物工程领域的研究论文和研究综述文章。 英文刊 IJABE 实行基于作者付费的开放存取出版模式( Open Access ),即作者付费出版论文,读者可以免费的阅读和下载期刊所发表的全部论文。网站自 2008 年 6 月开通试运行以来,受到世界各国科技同行的广泛关注。据统计,访问者除了中国各省市区的同行,还包括来自美国、英国、爱尔兰、加拿大、德国、法国、荷兰、瑞典、波兰、西班牙、葡萄牙、意大利、冰岛、塞浦路斯、马其顿、澳大利亚、新西兰、俄罗斯、日本、韩国、印度、泰国、菲律宾、越南、伊朗、土耳其、马来西亚、印度尼西亚、沙特阿拉伯、南非、埃及、尼日利亚、埃塞俄比雅、巴巴多斯、巴西、阿根廷、智利、墨西哥、以色列等六十多个国家或地区的同行专家。经过 3 年的运行,网站的累积浏览量已超过 20 万次,注册用户超过 3000 个。 该刊现为季刊。自创刊以来,已经连续出版 3 卷共 10 期,累计刊载学术论文近 91 篇。所刊载的论文作者除了主要来自中国和美国以外,还包括德国、英国、爱尔兰、加拿大、巴西、印度、日本、泰国、伊朗、埃及、尼日利亚等二十多个国家的作者。国际作者论文数占刊载论文总数的 60% 以上。论文的主题涵盖农业与生物工程学科领域,还刊载了一些交叉学科领域的热点文章。 经过积极联系和宣传推介,截至 2010 年底,英文刊 IJABE 已先后通过评估被十余家国际知名的检索系统和网络平台收录,包括美国《化学文摘》( Chemical Abstract ),美国《学术期刊集成全文数据库》( Academic Search Complete of EBSCOhost databases ),美国国家农业图书馆的 农业在线获取文摘索引( AGRICOLA ),英国《国际农业与生物科学研究文摘》( CABI, Centre for Agriculture and Bioscience Abstracts ) CAB Abstracts Databases 及其全文数据库 CAB Full Text Repository ,英国《物理、电子学和计算文献数据库》( Inspec Database ),荷兰《斯高帕斯数据库》( Scopus ),即 Elsevier Bibliographic Databases ,《俄罗斯文摘》( Abstract Journal , AJ of VINITI, Russia ),波兰的《哥白尼索引》( Index Copernicus , IC ),谷歌学术搜索数据库( Google Scholar )。同时, IJABE 还被链接到世界最大的开放存取期刊平台 Directory of Open Access Journal 和 Open J-Gate 以及美国《乌利希期刊指南》( Ulrich PD, Ulrich's Periodicals Directory )。期刊起步良好,发展较快,正在稳步提升质量和影响,争取被更多国际知名检索系统收录,逐步推进国际化,以期为农业与生物工程的学术交流、学科发展和人才培养做出积极贡献。 IJABE 执行主编 王应宽 供稿 2011 年 1 月 11 日

国际英文刊IJABE 2010年第3期出版

王 应 宽 2010-10-04 Beijing , China 国际英文刊 IJABE 2010 年第 3 期出版 由于预计 9 月底要准备再次赴美访学,加之 9 月 16-20 日要赴上海参加国际会议和本人组织单位职工去上海的系列参观交流活动,就提前布置工作,早早筹划赶时间提前出版国际英文刊 IJABE 的第 3 期文章。还好,最后终于在预定时间 9 月 25 日之前出版了该期,网络版实际上线时间是 9 月 20 日。 该期所刊登的 9 篇文章,只有一篇来自中国,其余 8 篇为国际作者的论文,包括美国 2 篇,加拿大 2 篇,马来西亚 2 篇,斯里兰卡 1 篇、尼日利亚 1 篇。该期文章具体内容涉及以下方面:水果收获机器人机械手多自由度分析(马来西亚)、谷物脱粒机性能参数的计算机辅助选择(尼日利亚)、半圆开放渠水流量的数学模型开发与验证(中国)、水稻精准种植中基于 GIS 的灌溉水管理(马来西亚)、采用大气基因流模型评价转基因粮食作物环境风险(美国)、基于 GIS 的流域泥沙运移模拟方法评价(加拿大 - 美国)、玉米秸微波辅助裂解产生物油的分馏与鉴定(美国)、经过和未经汽爆预处理的生物质燃料成粒特性(加拿大)、气调砖墙冷库高湿低温条件下酸橙的采后储藏(斯里兰卡)。 由于人手不足,手头有其他几本期刊要出版,加之主办国际会议等诸多事项,致使每期的出版都面临短期加班赶活的 Deadline ,巨累且不可持续。我时常调侃自己,如果每期都面临 Deadline ,长此以往我就会 Dead 了(吾命休矣)! 文章目录附后,欢迎感兴趣者到网站( www.ijabe.org )浏览全文。感谢大家指导和支持! After about half-years evaluation of my journal IJABE by the Scopus title evaluation by the Scopus Content Selection Advisory Board has been completed, International Journal of Agricultural and Biological Engineering- (1934-6344/1934-6352, IJABE, http://www.ijabe.org ) has been accepted for indexing in Scopus! Meanwhile, I got an official email from Mr. Carlo Nuss, an AGRICOLA Indexing Supervisor, from National Agricultural Library, USDA, Beltsville, Maryland, USA. The email informs me that This is to confirm that in 2009 the Journal Evaluation Panel voted to accept International Journal of Agricultural and Biological Engineering for inclusion in AGRICOLA. 创办基于开放存取的英文刊《国际农业与生物工程学报》

博主按: 创办《国际农业与生物工程学报》( International Journal of Agricultural and Biological Engineering, IJABE )是中国农业工程学科的一件大事。中国农业工程学会在组织撰写农业工程学科发展时,特地要求本人提供信息,准备在报告中书上一笔。以下材料即为本人提供的素材,供专家取用。转贴于此,留此存照。 创办基于开放存取 ( OA ) 的英文刊 《国际农业与生物工程学报》 ( IJABE ) 随着国内外农业工程科技与学科的蓬勃发展,国际学术交流日益频繁,国内作者发表英文论文的需求和积极性与日俱增。创办一本国际化的英文期刊,对学科发展,科技创新,满足国内作者发表论文的需求,把国内的优秀科研成果介绍到国外去,同时吸引国外的优秀稿件,促进国际学术交流与合作等均具有重要意义。开放存取是一种全新的网络学术出版和传播理念和模式,世界上已创办开放存取期刊数千种,在学科发展和学术交流中发挥着日益重要的作用。适应国内外农业工程发展形势,采用网络信息技术于2008年8月创办了英文刊《国际农业与生物工程学报》(International Journal of Agricultural and Biological Engineering, IJABE)。 IJABE由中国农业工程学会(CSAE)和(美国)海外华人农业生物与食品工程师协会(AOCABFE)共同主办。中国农业大学教授汪懋华院士和美国明尼苏达大学教授Roger Ruan博士担任主编,汪懋华和美国农业部农业研究中心研究员杨成海博士担任编委会主任,农业部规划设计研究院院长朱明研究员担任编委会常务副主任,王应宽博士和美国明尼苏达大学Paul Chen博士担任执行主编。注册了英文刊网络版和印刷版的国际刊号(ISSN1934-6344/eISSN1934 -6352),兼出网络在线版和纸质印刷版。申请注册了网络国际域名,创建了英文刊的独立网站( http://www.ijabe.org )。选择安装了远程稿件编辑处理软件系统Open Journal System(OJS),可以通过网站投稿、审稿和在线发布和阅读文章等。网站已开通运行并添加了部分数据,包括主办单位、协办单位、主编、栏目主编、编委会、作者指南、消息通知等信息以及第一期创刊号的全部文章。英文刊网站还在建设完善之中。 英文刊网站自2008年6月开通试运行以来,受到世界各国科技同行的广泛关注。据统计,访问者除了中国各省市区的同行,还包括来自美国、英国、爱尔兰、加拿大、德国、法国、荷兰、瑞典、波兰、西班牙、葡萄牙、意大利、澳大利亚、新西兰、俄罗斯、日本、韩国、印度、印度尼西亚、沙特阿拉伯、南非、埃及、尼日利亚、巴西、阿根廷、智利、墨西哥、以色列等五十多个国家或地区的同行专家。 IJABE共设6个专业技术栏目,包括动力与机械系统、水土工程、生物环境工程、信息与电气技术、可再生能源工程、农产品与食品加工工程,为引领和跟踪学科交叉与融合发展,设立了新兴科学、工程与技术栏目。还登载刊论社评、书评、来信、新闻信息等。 创刊号于2008年9月1日全文上网,以Open Access的模式提供全文的开放访问。印刷版也已出版。第一期创刊号共刊登学术论文11篇,主题涵盖各个栏目,内容涉及农业机器人、土壤水分监测、生物环境调控、计算机视觉和无损检测、光谱测量、生物质气化、颗粒燃料等。除了研究论文,还刊登了主编致辞、特邀知名专家撰写的专题纪念文章和院士题写的创刊贺辞,同时还刊登了作者指南和编委名单。第二期即将于12月出版,刊登10篇原创性学术论文。2008全年收到来稿六十余篇,国外稿占30%,所刊登的二十余篇文章的作者来自十个国家。 通过IDF机构会员万方数据集团注册了英文刊IJABE的DOI标识10.3965。DOI标准是由美国出版协会(AAP)提出并建立的一个由IDF(DOI最高管理机构)、各个RA(注册机构)和CNRI(DOI技术支持机构)构成的系统所运行的识别体系。DOI (Digital Object Identifier)意为数字对象标识符,是一种对包括互联网信息在内的数字信息进行标识的工具。DOI为网上数字物体提供了独一无二的标识,提供了指向数字物体本身的链接,方便了计算机的互操作并可以实现永久指向、动态维护,可有效的管理网络数字资源,便于人们查找和利用。因而DOI被形象地称为数字资源的条形码,具有唯一性、持久性、兼容性、互操作性、动态更新等特点。IJABE 2008年第一期论文数据已经全部注册到国际DOI系统中。 为解决办刊经费和优质稿源问题,策划了英文刊协办方案,联系邀请了国内知名的科研院所27个作为协办单位,筹集办刊经费80万元,为期刊首轮3年期的发展计划奠定基础。 组建了国际化的编委会,邀请了栏目主编。通过AOC方面邀请、协办单位推荐、主编特邀等方式,联系邀请国内外知名专家100余人,包括美国工程院院士、中国工程院院士、长江学者、各学科的学术带头人、海归中青年学术精英等,组建了国际化高水平的编辑委员会。专家编委来源于二十余个国家。国际编委尚在逐步联系邀请中。 IJABE是经同行评审的开放存取学术期刊,为国内外农业、生物与食品科学与工程领域的科研人员提供一个可持续的发表和交流最新研究成果的平台,特别为国内专家学者提供一个国际学术交流的窗口,发展学科,繁荣学术,致力于使农业与生物工程学术文献成为可免费获取的公共资源。该刊坚持以内容为王,质量为本,争取在3-5年内被国际权威检索系统(EI/SCI) 收录,创立知名学术品牌,实现自负盈亏,良性发展。该刊的创办是2008年中国农业工程学科的一件大事,具有重要历史意义。该刊不仅是国内创建型的OA期刊的开拓者和实践者,也是中国农业工程领域的第一本国际英文刊,将对促进农业与生物工程领域的国际学术交流发挥重要作用,也为同行探索新的期刊出版和学术传播模式提供有益的借鉴。 IJABE执行主编 王应宽(供稿) 2008年12月10日

IJABE 创刊贺词( 5 ): AOC 主席, USDA-ARS 杨成海教授 Congratulatory Letter from AOC Chenghai Yang On behalf of the Association of the Overseas Chinese Agricultural, Biological and Food Engineers (AOCABFE or AOC), I would like to warmly and sincerely congratulate on the publishing of the first issue of the International Journal of Agricultural and Biological Engineering (IJABE). This represents another successful collaboration between AOC and the Chinese Society of Agricultural Engineering (CSAE). This newly launched journal will provide the scientific community and interested readers with latest research accomplishments and applications in six broadly defined technical divisions of the agricultural and biological engineering field. This is a significant contribution to the agricultural and biological engineering profession both in China and in the world. To launch a joint academic journal has been one of the main goals of AOC since it was founded in 2001. All five AOC Past Presidents (Dr. Naiqian Zhang, Dr. Qiang Zhang, Dr. Juming Tang, Dr. Ruihong Zhang, and Dr. Xiusheng Yang) and six Executive Boards have worked hard on this effort. Although it was not an easy process, both AOC and CSAE wanted to see this come to fruition after several years of preparations. Therefore, to make this a reality has been the most important goal during my term as AOC President. In late 2007, both AOC and CSAE reached a tentative agreement to jointly launch the journal. Since then, tremendous efforts have been put forth by AOC and CSAE to work out the details under the leadership of Prof. Maohua Wang and Dr. Yingkuan Wang from CSAE and Prof. Roger Ruan and Dr. Paul Chen from AOC. I have had the pleasure and privilege to work with this fine group of people on this important task. It is not a small task to launch such a comprehensive journal. It takes many people from both AOC and CSAE working together to accomplish this. For example, we now take the journals title for granted, but it was a difficult process for us to select from more than a dozen proposed titles. It took us several weeks to come to agree on the current title after intensive discussion among the AOC Executive Board members and many CSAE members. Similar efforts were devoted to determining the names and scopes of the six technical divisions. Another more difficult process has been to establish the editorial board. Although we have tentatively put together the editorial board, it is by no means complete and more editorial members from different countries will be invited. More importantly, we need a large number of reviewers to review the manuscripts to ensure the technical quality of the journal. I am very glad to see six of our AOC members assume the responsibility as division editors and many more as associate editors. Although there are many challenges ahead of us, this has been a significant step forward. On behalf of AOC, I would like to express our appreciations to Profs. Maohua Wang and Roger Ruan, Editors-in-Chief, and Drs. Yingkuan Wang and Paul Chen, Managing Editors, for a job well done. I would like also to thank the AOC members who have been involved in the process and encourage all our members to actively contribute to the journal and serve as reviewers. Again, congratulations on the launch of IJABE and best wishes for the success of the journal. IJABE 创刊贺词( 4 ):中国科学院院士任露泉教授 Congratulations on the launch of IJABE Ren Luquan The launch of the International Journal of Agricultural Biological Engineering (IJABE) is a historical event for agricultural and biological engineers in China and the world. I sincerely wish IJABE to bring domestic Chinese and overseas Chinese research community together to promote the advancement of research in agricultural and biological engineering. In early years, the traditional concept of agricultural engineering may mainly mean the use of machinery and equipment in agricultural production. Nowadays, such a concept has been greatly expanded to include many areas, such as agricultural system engineering, agricultural energy management and utilization, agricultural product and food process engineering, bio-environmental engineering, agricultural land and water management, and so on. In the last few decades, we have seen the applications of almost all new technologies in agricultural production, such as electrical and electronics technologies, artificial intelligence, aviation and remote control, computer aided systems to name just a few. The applications of such new technologies have greatly increased agricultural output and significantly improved the quality of agricultural products. China has less than 10% of the total farmland of the world, but produces agricultural products to feed one fifth of the world population. Scientific research in agriculture and agricultural engineering has made significant contributions to such a great achievement. As the trend of urbanization continues, further reduction of farmland is unavoidable. In the last few years, we have witnessed the global grain price rise. With the limited natural resources and increasing world population, human beings are facing huge challenges to produce enough food, but meanwhile to conserve our natural resources and protect our environment for the sustainable development of agriculture. The only solution to such great challenges has to be increased input to scientific research. Scientists and engineers in agricultural and biological engineering must bear the responsibility to develop new and innovative technologies for agricultural production. I believe that IJABE will provide a great communication platform for scientists and engineers to present their latest research results concerning agricultural and biological engineering and the applications of new bio-agricultural engineering technologies in all areas of agriculture. IJABE 创刊贺词( 2 ):中国工程院院士蒋亦元教授 Congratulatory Letter Jiang Yiyuan Please accept my warmest congratulations on the launch of the new journal entitled International Journal of Agricultural and Biological Engineering jointly published by AOCABFE and CSAE. This is a pioneering undertaking in the history of academic exchange and cooperation in the agricultural engineering field between China and the outside world. I hope it will be a budding beauty in the academic garden and ever increasingly prosperous in the Chinese agricultural and biological engineering circle. I heartily endorse the open access policy adopted by this journal, which makes our articles freely accessible online immediately upon publication, removes the price barriers, and thus will greatly facilitate Chinese scientific professionals in a broader spectrum to participate in scientific exchanges with the peers at home and the rest of the world. The inadequate level of the technical English language and the unfamiliarity with the western peer-reviewing process make Chinese professionals reluctant to contribute their papers to the English language publications. IJABE is changing this situation. With the assistance of AOCABFE whose members are mostly bilingual, the communication between the Chinese contributors and the peer-reviewers will be far more convenient than ever before. Nowadays, China is at the all-around developing stage. Food supply is a world wide issue and has been an eternal theme in the domestic economic development in China, a country with about 1.3 billion population and only about 800 m2 of arable land per capita. To greatly increase the cereal output lies in enlarging the production scale and speeding up the farm mechanization. Obviously, the blooming spring of Chinese agricultural and biological engineering cause has come. For instance, the central government planned to allocate 10 billion or so Chinese RMB Yuan to Heilongjiang Provinces farm mechanization, aiming to increase 10 billion kg of cereal production in the period from 20082010. This is an unprecedented high investment in the farm mechanization sector for one province. Although the advanced agricultural equipment in the developed countries has reached an amazing high level, it is still improving, let alone China has quite different economic and social conditions for developing farm mechanization. Chinese agricultural engineers are facing unique challenges and opportunities to make innovations and progress in agricultural and biological engineering. I have only one suggestion in terms of the criteria for decision making on the selection of the paper to be published. I wish to pay more attention to such papers in which new principles and new constructions are used in solving unique problems rather than too much pure mathematic modeling without sufficient, strict experimental support. Surely, for the former the scientific experimental verification is also required. In short, both the inductive and deductive inference (reasoning) approaches in scientific research should be equally emphasized, not stressing one at the cost of the other. But in some Chinese agricultural engineering journals theoretical analysis without substantial experimental justification is prevailing to a greater extent than ever before. I hope this new journal at the very beginning will present itself in a new fashion in front of the worldwide readers, which means it meets the international academic standards and at the same time reflects the realistc conditions in China. IJABE 创刊贺词( 1 ):中国工程院资深院士 曾德超教授 王 应 宽 2008-08-11 博主按 : 创办国际英文刊是一项具有重要社会意义又光荣而艰巨的任务。经过本人数年的持续努力和筹备,《国际农业与生物工程学报》( IJABE )即将创刊。为祝贺农业工程学科领域的这一盛举,特别邀请了本学科领域的院士和知名专家题写了创刊贺词。专家院士们高瞻远瞩、高屋建瓴的评点,衷心地祝愿和殷切期盼,令人鼓舞和振奋。今首发于此,与各位同行分享和共勉。 Respectful Congratulations on the Open Publication of the IJABE Zeng Dechao First, I would like extend my respectful congratulations on the open publication of the International Journal of Agricultural and Biological Engineering, founded jointly by CSAE and the US-based AOCABFE. The founding and the development of the agricultural engineering discipline in China had involved many international experts, especially the US scholars; even including figures such as Dr. J.B. Davison, the founder of ASAE in 1908. Through the 20th century, USA had marvelously succeeded, throughagricultural mechanization, practically alleviate human chore in all lines of farm work; thus havebrought in a change in human life. One of the consequential impacts to the agricultural engineering departments inthe US land grant universities however,has been a rather urgent need in a modificationon the agricultural engineering(AE) training program, so thatAE graduates can have a better chance to get their jobs after graduation. One of the ways out has been to develop a modified training programalong the line of bio-systems engineering. My first personal contact to this trial was through the very helpful meeting with Professor Norman Scott, then a vice President of Cornel University. His concrete description on the method in his rather well known paper is very interesting, but not so practical. I have gained very much along this line also from Professor J.K.Wang at Hawaii University. Prof. J. K.Wang came to visit the International Cooperation Office, Eastern Campus, China Agricultural University(CAU) and Academician Wang Maohua. He was also one ofthe very first US AE professors with Taiwan origin, visitingtheCAU Eastern Campus right after the Pingpeng diplomacy. Their rather impressively successful work along this line, especially on the medical biological side,required very close or intimatecooperation between the engineers andthe bio-molecular scientists.This is not an easy problem to tackle with, in the case of CAUEastern Campus, or even some other campuses in Chinaas well. So, I heartedly hail and cheer for this initiative in the cooperation between CSAE and the US-based AOCABFE, to publish this International Journal, an excellent and indispensableway to provide relevantinformation and personal contacts for the incubation of agricultural and biological system engineeringin China. 国际英文刊 IJABE 编辑工作会议纪要 时 间: 2008 年 7 月 31 日 9 : 00 地 点: 农业部规划设计研究院二楼会议室 主 持: 汪懋华院士 中国农业大学教授、中国农业工程学会理事长、 IJABE 编委会主任、主编 参加人员: 朱 明 农业部规划设计研究院院长、中国农业工程学会常务副理事长、 IJABE 编委会常务副主任、《农业工程学报》主编 崔 明 农业部规划设计研究院副院长 ( 分管信息中心 ) 、中国农业工程学会常务理事 靳佩贞 农业部规划设计研究院信息中心主任、党支部书记 管小冬 农业部规划设计研究院信息中心副主任、中国农业工程学会副秘书长 魏秀菊 农业部规划设计研究院信息中心总工、《农业工程学报》常务副主编 王应宽 《农业工程学报》副主编、 IJABE 执行主编 陶鼎来 农业部规划设计研究院创始人及首任院长、中国农业工程学会创始人、前理事长(特邀参会) 胡南强 农业部规划设计研究院前院长、中国农业工程学会前副理事长(特邀参会) 会议概况及主要会议成果: 会议由汪懋华院士主持。汪院士首先介绍了会议的议题,概述了英文刊的进展,提出会议需要研究解决的问题。随后英文刊执行主编王应宽博士汇报了英文刊近期的工作,包括英文刊相关文件起草和英文刊网站建设情况、协办单位邀请和筹集资金情况、编委会组建和编委的推荐邀请情况、组稿及评审情况以及第一期的出版进程等。然后由汪院士组织讨论审议编委会组建方案及编委成员名单。会议听取了陶鼎来院长、胡南强院长等提出的富有建设性的意见和建议。信息中心分管院领导崔明副院长发言表示全力支持英文刊的工作。信息中心主任靳佩贞也表态愿为办好英文刊提供各方面的保障和支持。魏秀菊编审就编辑部的准备工作做了介绍,按照院及中心要求,编辑部已经就出版英文刊的工作做了人员、设备等方面的准备工作。最后朱明院长做总结讲话,对英文刊前期筹备工作给予充分肯定,并重申学会和院里会大力支持办好英文刊,为中国乃至世界农业与生物工程学科和事业的发展做出应有的贡献。会后汪院士又与王应宽、魏秀菊具体审议和调整了栏目主编、副主编和编委人选建议,拟定了编委会组建的基础性文件。会议达成了以下共识: 1 会议审议了编委会的结构组成及人员方案。编委会机构由编辑团队( Editorial Team )和编委会( Editorial Board )组成。其中编辑团队由主编、栏目主编、栏目副主编、执行主编和责任编辑组成,包括主编 2 人,执行主编 2 人,每个栏目设栏目主编 2-3 人,副主编 10 人。栏目主编和副主编人员 AOC 和 CSAE 原则上各占一半。审查、确定了 CSAE 方栏目主编与副主编人选,较之原先提名的人选有部分调整。请 AOC 方推荐的栏目主编确定各栏目的 5 位副主编人选,其余邀请的专家均被聘为编委会委员。编委会由名誉主任、主任、副主任和委员组成。 2 每个栏目设责任编辑 1 人。负责该栏目的组稿、日常稿件处理和编辑加工等工作。目前暂时分工如下:王应宽兼任动力与机械( PMS )和信息与电气技术( IET )两个栏目的责任编辑,魏秀菊兼任水土工程( LWE )和可再生能源 RES 栏目的责任编辑,王柳兼任农产品与食品加工 (APFE) 生物环境工程( BEE )栏目的责任编辑。其他编辑协助各栏目责任编辑开展工作。 3 讨论提出了中方编委会委员的组成人员名单。 4 建议 AOC 方调整栏目主编人选。因为专业背景不同,建议张乃迁教授改任信息与电气技术 IET 栏目主编;动力与机械系统 PMS 栏目主编,建议改由 Shufeng Han 、区颖刚、佟 金教授担任。 5 提议聘请 7 位德高望重的知名专家担任刊物编委会名誉主任。 10 名专家担任编委会副主任(包括中方 6 名, AOC 4 名,除原定 Roger Ruan 外,建议增补 AOC 现任主席 Zhongli Pan 和 AOC 前任主席 Naiqian Zhang 、 Juming Tang 3 位。 6 会议决定,必须按照原计划 8 月底出版第一期。在目前筹备期内,由责任编辑尽快组织评审、敦促作者修改和编辑加工。执行主编要发挥重要作用。规章制度可逐步完善,工作流程逐步规范,保证按原计划按时出刊。 7 会议重申了国际英文刊的指导思想, IJABE 虽然是面向全球的国际期刊,但重点是面向亚太地区,主要目的是促进亚太地区农业与生物工程科技创新和产业技术进步。期刊应以质量为生命,严格把关,以论文质量作为稿件录用的唯一标准,而不受协办资助、人情关系等因素影响。办好期刊需要一流的稿件、国际化的编委会和高水平的编辑队伍,同时还需要足够的资金支持。编委会委员的组成中中国专家和 AOC 以及从其他各国邀请的编委合计各占一半左右。为保证质量和创品牌,前期稿件应以约稿为主,特别需要向国内外专家约组优秀稿件,以快速提高期刊的质量和影响。 8 编委会成立后应定期召开会议,每半年开一次由部分编委参加的会议,或者一年开一次全体会议,就办刊中的某些重大问题开会讨论、研究解决。不能到会的编委也可以采用通讯的方式参与和发表意见。为了便于同编委会的沟通和联系,设立编委会秘书处,由专人负责与世界各国编委的联系,收集意见或建议。编辑部作为办刊单位,是编委会决议的执行机构,在办刊活动中发挥重要作用,为保证按时保质保量地出版,应赋予编辑部足够的办刊自主权。在栏目主编因为工作忙、时间紧不能及时处理稿件时,编辑部可独立处理稿件,以保证编辑出版工作得以及时有效开展。编辑部负责组织英文审校、排版、校对、网络发布、纸版印刷、期刊交换、国内外邮寄、宣传营销等后期生产和推广活动。 王应宽 撰稿 2008-08-11

端午节加班,只为英文刊

端午节加班,只为英文刊 好不容易赶上节假日调整后的第一个端午节,连续休假 3 天,若好好规划一下,在国内 1000 公里 半径范围随处旅游一趟是绝对没有问题的。应朋友热邀,本想去东北撒把野:散散心,歇歇身,练练声,养养神 遗憾的是工作堆积缠身,未能如愿出行。本该出去好好Happy一下的,结果闭门造刊累得半死(Half-dead)! 端午节这几天整日泡在计算机上,没有猎奇,没有冲浪,也无暇听音乐休闲看电影,一门儿心思的忙于筹备即将创办的国际英文刊 International Journal of Agricultural and Biological Engineering (IJABE), 中文刊名《国际农业与生物工程学报》,网址: http://www.ijabe.org 。因为八月即将出版第一期,时间非常紧张,而网站和软件都还没有安装调试。作为执行主编,这些事都需要我亲自去执行。我这几天的工作主要是安装调试期刊管理系统软件 Open Journal System(OJS) 和建设英文刊 IJABE 网站。令人欣慰的是,经过这几天的艰苦努力,终于取得显著进展,软件成功安装,经调试可以正常工作了。 在此,我要特别感谢我的同事杜宏贤弟,他牺牲休息时间与我并肩战斗,帮助安装调试软件和设计图片。 英文刊网站建设也在逐步完善中。我已经制定上载了英文刊简介、稿件的格式与规范、作者指南、稿件评审政策等相关的资料,并用伊妹儿群发广而告之,及时让正在撰稿的作者访问参考之。 英文刊协办也取得重要进展。端午节期间收到不少单位的回函和回执,表示愿意积极支持英文刊的工作。英文刊的组稿、约稿、国际编委的联系、推荐与邀请等工作均取得满意进展。因为网站的开通,已经有作者注册为用户,并收到作者提交的英文稿件了。总之,形势大好,催人奋进。 事业的召唤,朋友们的信任和鼓励,协办单位的支持,促使我(公厕里扔炸弹)奋发图强,只能以出色的工作和优质的服务回报大家。期待英文刊能借网络的优势快速成长,成为同行专家们引以自豪的国际品牌学术交流平台。 虽然工作占去了我端午节假日的全部时间,但成效显著,忙而有得,累而无憾。现在回想起来,即使出游,如果心中惦念工作,也会忐忑不安,玩不爽快。期待着成功创刊完成第一期出刊任务之后,再乘出刊间隙外出放松身心,算是补游。这么想,就更觉安慰了。 IJABE 是国内农业工程领域的第一本国际化的英文期刊,将采用开放存取( Open Access )的全新模式出版,同时出版网络版和印刷版。该刊的创办对促进农业工程领域的学科发展、学术繁荣、国际交流和合作等将具有重要意义。 本刊和本人愿与各位同行专家携手并肩,共创辉煌! 发张英文刊网站截图在此,请多指点。 端午节苦中作乐 阿 宽 2008-06-10 T 02:28

我为英文刊淘到的第一桶金 英文刊《国际农业与生物工程学报》的创办历程可谓艰辛漫长。我从 2002 年开始酝酿,经过持续不断的努力,到 2008 年初终于取得了进展,确定了刊名、主编,并以双方的名义在美国申请注册了国际出版刊号,同时出版网络在线版和印刷版。期刊创办的各项筹备工作已基本就绪。目前,最大的困难是办刊经费和优质稿源问题。如果能通过与国内大学和科研机构合作,邀请相关机构作为期刊的协办单位,筹集到必要的经费和提供优质稿件,新刊物很快就能创办。以《国际农业与生物工程学报》编辑部为办刊单位,成立英文刊出版专项基金,选择国内 10 余家有实力的大学或研究机构作为合作单位,筹集办刊经费和组约优质稿件。 2008 年 4 月 25 日晚 ,通过电子邮件发出协办邀请函和资助与投稿倡议书。 2008 年 4 月 29 日 是个值得纪念和令人高兴和鼓舞的日子,我有幸邀请到第一个协办单位——国家农业信息化工程技术研究中心,并获得三万元的资助。这是我为国际英文刊淘到的第一桶金,具有重要的意义和示范价值。在此,特别感谢国家农业信息化工程技术研究中心主任赵春江研究员和副主任兼学术委员会主任王纪华研究员的大力支持和慷慨赞助! 期待更多有实力大学和科研机构参与支持,希望英文刊能快速成长,进入国际知名检索系统,创立品牌,更好的为读者和作者服务,回报大家的支持。 目前正在征稿和组建国际化的编委会(附编委条件),如果各位专家有兴趣参与工作,欢迎指导和联系。 阿 宽 2008 年 4 月 29 日 仲夏夜 国际编委会章程

《国际农业与生物工程学报》协办单位 邀请函 近年来,随着国内农业工程科技与学科的蓬勃发展,国际学术交流日益频繁,作者发表英文论文的需求和积极性与日俱增。创办一本英文期刊,为国内作者发表论文提供园地,把国内的优秀科研成果介绍到国外去,同时吸引国外的优秀稿件,以促进国内外学术交流与合作等均具有重要意义。基于此, 中国农业工程学会( CSAE )和美国海外华人农业、生物与食品工程师协会 (AOC) 决定合作创办农业与工程领域的专业学术期刊《国际农业与生物工程学报》 ,目标是发展学科,繁荣学术,通过提高论文质量,争取在 3-5 年内被国际权威检索系统( EI/SCI/CA/SA )收录,创立学术品牌,逐步实现自负盈亏维持期刊的正常运转。 《国际农业与生物工程学报》由 AOC 代表双方并以双方的名义在美国申请国际出版刊号,由双方共同主办,在中国和美国编辑、出版。国际英文刊同时出版网络在线版和印刷版。目前已经在美国初步注册印刷版与在线版国际连续出版刊号:印刷版刊号 ISSN 1934-6344 和网络在线版刊号 eISSN 1934-6352 ,待提交正式出版第 1 期印刷版样刊和网络版的网址 (URL) 才可完成最后的注册登记。期刊创办的各项筹备工作已基本就绪。目前,最大的困难是办刊经费和优质稿源问题。如果能通过与国内大学和科研机构合作,邀请相关机构作为期刊的协办单位,筹集到必要的经费和提供优质稿件,新刊物很快就能创办。 以《国际农业与生物工程学报》编辑部为办刊单位,拟成立英文刊出版专项基金,选择国内 10-20 家有实力的大学或研究机构作为合作单位。合作期为 3 年,一届合作期内每个单位赞助一定的经费(如 3 万元),共同资助该期刊的出版。出资单位将作为刊物的协办单位,名字刊登在版权页上,且在同等条件下可优先发表论文。同时,协办单位可推荐 1~2 名相关专家担任编委。拟将邀请以下单位作为英文刊协办单位,筹集专项出版基金。 中国农业大学 浙江大学 西北农林科技大学 华中农业大学 江苏大学 南京农业大学 华南农业大学 吉林大学 东北农业大学 沈阳农业大学 浙江工业大学 内蒙古农业大学 福建农林大学 山东理工大学 河南农业大学 山东农业大学 河南科技大学 河北农业大学 浙江理工大学 合肥工业大学 山西农业大学 青岛农业大学 西安理工大学 浙江工商大学 国家农业信息化工程技术研究中心 中国科学院水土保持研究所 为了发展我们的农业工程学科,为交流我国农业工程技术研究和开发领域的最新科研成果,增加高等院校、科研机构及其研究人员的国际显示度,增强机构和科研人员的国际竞争力,让我们一起打造农业工程学科领域属于科学家自己的交流平台网络在线版和印刷版的《国际农业与生物工程学报》。创刊之际,诚邀有关单位参与协办和支持。 联系人:王应宽 电话: 010-65929527, 13691070263 Email: wangyk@agri.gov.cn ; ijabe@163.com 中国农业工程学会 二 〇〇 八年四月二十五日

推动学科发展 支持学术交流 国际英文刊资助和投稿倡议书 为推进自主创新,建设创新型国家,国家非常重视学科发展和学术建设。大学特别是研究型大学,作为自主创新的国家队和学术园地,要充分发挥学术大师、创新团队和拔尖创新人才在引领学科发展、完成国家重大科技任务和国际科技合作与交流等方面的作用,重视学科建设、科学研究和学术发展。学术是学科的核心,是学科的灵魂。所以学科建设的核心应是发展学术和创新理论。学术期刊关注学术前沿,活跃学术思想,交流学术成果,引领学科发展,促进人才成长。因此,大学和学术期刊之间具有唇齿相依的密切关系,两者合作共赢,互利发展。支持创办学术期刊对大学自身的学科建设与学术发展具有重要意义。 科技的国际化和网络化,学科的交叉与融合,使得国际学术交流与合作日益频繁,作者发表英文论文的需求和积极性与日俱增。创办一本英文期刊,对满足国内作者发表论文的需求,把国内的优秀科研成果介绍到国外去,同时吸引国外的优秀稿件,以促进国内外学术交流与合作等均具有重要意义。创办英文刊是期刊国际化和学术交流国际化的必由之路。基于此,由中国农业工程学会( CSAE )和美国海外华人农业、生物与食品工程师协会 (AOC) 发起并共同主办农业与工程领域的专业学术期刊《国际农业与生物工程学报》。国际英文刊的目标是通过提高学术水平,争取在 3-5 年内被国际权威检索系统( EI/SCI/CA/SA )收录,创立学术品牌,为国内农业、生物与食品科学与工程领域的科研人员提供一个持续的交流平台,竭诚为大家的成果发表和传播做好服务。国际英文期刊创办的各项工作已筹备就绪,目前最需要的就是必要的资金支持和高质量的稿件。 农业工程学科建设和学术发展是农业工程界共同的事业,学科发展,人人有责。鉴于此,本学会发出倡议,号召经济条件较好的相关单位或个人为国际英文刊提供必要的经费资助,同时提供优质论文。具体捐资情况说明如下: 一、专款专用:拟成立国际农业与生物工程学报专项出版基金,存放在中国农业工程学会的账户下单列的国际英文刊项目中,专款专用。 二、资助单位:首批拟选择 10~20 所高等院校或科研院所作为期刊协办单位。 三、捐助标准:在为期三年的合作期内,每单位一次性捐助 3 万元,个人资助数额不限,但最高不超过 1 万元。 四、捐助期限:首轮为期三年。 五、捐助方式:所捐资金将由资助者汇至中国农业工程学会的银行帐号,款到后出具正式发票(可开版面费、会员费、咨询费等)。 请有意资助和投稿国际英文期刊的单位和个人与《国际农业与生物工程学报》编辑部联系。 户 名:中国农业工程学会 开户行:北京农行朝阳路北支行 帐 号: 040101040004739 联系人:王应宽 电话: 010-65929527 Email: wangyk@agri.gov.cn ; ijabe@163.com 中国农业工程学会 二 〇〇 八年四月二十五日

与BioMed Central期刊发展部亚太区经理Charlotte会谈

与 BioMed Central 期刊发展部亚太区经理 Charlotte 会谈 敝人研究开放存取,在做博士论文期间就与 BioMed Central 编辑和负责人有过面谈和 email 联系,曾对 BioMed Central 进行过案例研究,并应邀作报告多场次。深知 BioMed Central 开放存取期刊出版平台的优势,因此希望我们即将创办的英文刊 IJABE 能够利用这个平台,借船出海,快速发展。于是主动与 BioMed Central 联系,正好 BioMed Central 期刊发展部亚太区(总部在新加坡)经理 Hubbard Charlotte 近期来北京开会,就促成了此次会谈。 2008 年 3 月 25 日下午 3 点 , Hubbard Charlotte 准时来到我办公室,我与这位金发美女进行了 2 个小时的会谈。我希望以科学家主办的期刊( Scientist-run journal )形式加盟 BioMed Central ,适当为其服务支付一定的服务费。商谈的合作方式为我们独立负责期刊内容的组织、编辑和审查, BioMed Central 负责后期制作和网络传播,由其向作者收取论文处理费。但因论文处理费( article-processing fees, APC )问题难以达成一致,合作前景渺茫。由于 BioMed Central 的论文处理费标准为平均每篇文章 1600 美元,即使减半,期刊主办者和作者也无法承担。如果我们能够筹集到足够的资金,以主办者替作者向 BioMed Central 付费,以受资助的 OA 期刊加盟,对期刊的发展是很有利的。此路不通,只好另辟蹊径。

与主编明尼苏达大学教授Roger博士会谈

与AOC方主编明尼苏达大学 教授 Roger博士 会谈 2008 年 3 月 24 日 下午3点,美国明尼苏达大学教授 Roger 博士在路过北京之机,应邀到农业部规划设计研究院,与中国农业工程学会理事长朱明院长进行了会谈。作为美国 AOC 方的主编,对刊物的进展很关心,此次专门抽时间讨论有关的办刊细节问题。执行主编王应宽博士汇报了筹备进展,提出了目前急需要解决的几个问题,包括双方尽快签署合作协议,尽快开通期刊网站,组建编委会,成立编辑部,完善期刊合作方案,开始征稿等。双方领导均表示将大力支持创办新刊物。需要制定详细可行性计划,尽快启动各项工作,按照既定时间表出版。

创办国际英文刊IJABE的探索

创办国际英文刊的探索 近年来,随着国内农业工程科技与学科的蓬勃发展,国际学术交流日益频繁,本刊作者发表英文论文的需求和积极性与日俱增。创办一本英文期刊,对满足国内作者发表论文的需求,把国内的优秀科研成果介绍到国外去,同时吸引国外的优秀稿件,以促进国内外学术交流与合作等均具有重要意义。国内许多机构都在积极行动通过各种形式创办英文刊,我们应尽快抓住机遇,占领阵地。中国农业工程学会(CSAE)已出版了 3 期英文辑,已积累许多有关英文刊编辑出版的宝贵经验。但由于在国内申请创办新刊物手续审批很难,短时间内恐难以申请到出版刊号( ISSN )。海外华人农业与食品生物工程师协会( AOC) 有出版学术期刊的愿望,且在美国申请刊号相对容易。 AOC 与 CSAE 有多方面的合作,其中,合作出版期刊是重要内容之一。双方已经过多次商谈,达成了许多共识,正准备携手创办一本国际英文刊。目前已经确定了刊名,注册网络版和印刷版刊号,注册了国际域名,选定了主编,确定了报道范围和栏目等,开始征稿。前期希望依靠社会资金支持,通过发表高质量的论文,发挥网络传播优势与积极主动推介,争取在 3-5 年内被国际权威检索系统( EI/SCI/CA/SA )收录,实现可持续发展。希望广大农业与生物工程专家关注与支持。 英文刊网站 http://www.ijabe.org/ 已经开通,欢迎访问注册为用户。
