和谐度方程在水文水资源领域应用展望 Application Prospect of Harmony Degree Equation in the Field of Hydrology and Water Resources 全文下载: PDF(382KB) PP.1-7 作者: 左其亭 :郑州大学水利与环境学院,河南 郑州;郑州大学水科学研究中心,河南 郑州 摘要: 水文水资源系统是一个十分复杂的巨系统,不仅仅涉及水文水资源系统本身,还与其相关联的经济社会系统、生态环境系统关系十分密切,不可分割,组成一个复杂系统。因此,研究水文水资源系统需要借助非常广泛的理论、技术和方法,其中以和谐度方程为基石构建的和谐论量化研究方法在解决众多水文水资源问题中具有独特的优势。本文首先回顾了和谐论量化研究方法的提出过程,进一步分析了水文水资源研究的需求及和谐论的应用成果;基于大量的前期研究经验总结,全面阐述了和谐度方程在水文水资源领域应用展望,主要从系统分析计算、综合评价、系统决策分析三方面介绍了和谐度方程在水文水资源领域的可能应用;提出了和谐度方程(HDE)评价方法、基于统一度(a)的协调程度量化方法、基于分歧度(b)的敌对状况量化方法、基于和谐度方程的和谐平衡模型等。 As a very complex and giant system, the hydrology and water resources system has a close relationship with the economic-social system and ecological environment system, and they jointly form a complex system. Therefore, the research of the hydrology and water resources system requires very extensive theories, technology and methods. Among them, the quantitative research method of harmony theory based on the harmony degree equation plays a very important role in solving the problem of hydrology and water resources. The proposed process of the quantitative research method of harmony theory was reviewed, and the research demands in the field of hydrology and water resources and the harmony theory application were analyzed in this paper. Based on the summary of the previous researches, the application prospects of harmony degree equation in the field of hydrology and water resources were detailed mainly from three aspects, i.e. the systemic analysis computation, the comprehensive evaluation and the systemic decision analysis. Description and Application of a Mathematical Method for the Analysis of Harmony Harmony issues are widespreadin human society and nature. To analyze these issues, harmony theory has been proposedas the main theoretical approach for the study of interpersonal relationshipsand relationships between humans and nature. Therefore, it is of great importanceto study harmony theory. After briefly introducing the basic concepts ofharmony theory, this paper expounds the five elements that are essential forthe quantitative description of harmony issues in water resources management : harmony participant, harmonyobjective, harmony regulation, harmony factor, and harmony action. A basicmathematical equation for the harmony degree, i.e., a quantitative expressionof harmony issues, is introduced in the paper: HD = ai - bj, where a is theuniform degree, b is the difference degree, i is the harmony coefficient, and jis the disharmony coefficient. 中文摘要 : 水资源是支撑经济社会可持续发展的重要基础,经济社会是保护水资源的重要主体。二者相辅相成,应保持和谐关系。但二者在很多情况下又存在矛盾,如何实现二者之间的一种“平衡”,是一个难点问题。本文从和谐论的观点出发,阐述寻找经济社会发展与水资源保护之间“平衡”的重要意义;并在此基础上,阐述和谐平衡的概念及内涵,把和谐平衡定义为“利益相关者考虑各自利益和总体和谐目标而呈现的一种相对静止且相关者各方暂时都能接受的平衡状态”;构建了寻找和谐平衡的一般方法步骤,提出了基于和谐论的和谐平衡计算方法;最后将建立的和谐平衡模型应用于河南省,确定了实现河南省水资源与经济社会和谐平衡的条件。 英文摘要 : Water resources is an important foundation which support sustainable development of economic society, meanwhile economic society is a significant subject for water resources protection. Both of them are mutually reinforcing,and thus they should maintain harmonious. However,in many cases,there exists contradictions, so how to achieve a kind of equilibrium between them is a difficult problem. In order to solve this problem, this paper elaborates the significance of the equilibrium between water resources protection and development of economic society from the viewpoint of harmony theory. On this basis, it expounds the concept and connotation of harmony equilibrium, defined which as the relatively static and acceptable balance condition when stakeholders take their interests and the overall harmony goal into account. Furthermore,the general steps and calculation methods have been established to achieve equilibrium based on harmony theory. At present, existing problems of water resources management are as follows: a decentralized water resources management system, an imperfect law system, a weak implementation, a premature market policy, an irrational water price system, incomplete water-saving measures, a weak water-saving consciousness, an incomplete technical supporting system, and an imperfect examination system. In this context, modern water resources management emerges. This paper expounds the necessity of structuring modem water resources management system, and analyzes the connotations of“Three Red Lines”and“Interconnected River and Lake System Network Connotation”that reflect new thoughts of water resources management. They all reflect the sustainable utilization of water resources and human-water harmony. The“Three Red Lines”is the key of the most strict water management system, and represents distribution, protection, and saving tasks of water resources management from total water amount control, water use efficiency control, and quantity control of pollutants discharge into the water function area. It makes water resources management more effective, specific, and systemic. The“Three Red Lines”points out the direction and establishes the key for modern integrated water resources management of China. The“Interconnected River and Lake System Network Connotation”is a positive strategy for increasing water resources deployment ability, improving water environment status, and resisting flood and drought in the new situations. The aim is to thoroughly resolve three water-related problems, i.e., drought and water shortage, flood disaster, and deterioration of water environment, through constructing an interconnected river and lake system network, and to finally realize the human-water harmony. At last, concepts, quantification methods, and applications in water resources management of harmony theory were introduced. Concrete applications in water resources management include: 1) the harmonious way between human and nature; 2) a harmony strategy for water resources management; 3) a rational allocation mode of water resources among different areas and departments based on harmony theory; 4) water allocation issues of transboundary rivers based on harmony theory; 5) water transfer problems of inter-basin based on harmony theory; and 6) control of pollutants discharge based on harmony theory. Harmony theory and its applications guide a right path for water resources management in China.
