Information Discovery with Machine Intelligence for Language

Call for papers : Information Discovery with Machine Intelligence for Language Special issue call for papers from Information Discovery and Delivery Machine Intelligence for Natural Language Processing is a rapidly developing research area in recent years (Young et al. 2018). With the development of neural language modeling and transfer learning techniques, such as ULMfit (Howard and Ruder 2018), BERT (Devlin et al. 2018) and GPT-2, researchers have achieved state-of-the-art results on a variety of NLP tasks, at times even claiming to have out-performed human beings (Czapla, Howard, and Kardas 2018). We are interested in the question of whether and how the exciting new technologies currently being developed in deep learning and Natural Language Processing can lead to a boom of applications in the field of information discovery, and further to a consequent benefit to human beings. Here are some examples of the types of questions we hope may be addressed by submissions to this special issue: We know labeling datasets can be very hard and/or expensive. Can we transfer a model trained on vast amounts of English text to another language which has only thousands or even hundreds of examples? Should we exploit existing word-level embeddings, or instead try sentence- and/or paragraph-level language modeling, or should we go in the opposite direction and employ character-level modeling? In computer vision, data augmentation is a common practice. Images are cropped or rotated to make new” images to feed deep learning models, hoping to avoid overfitting the model to the training and test data. Can we do similar things by using synthetic text data? Why or why not? We need experiments to show the results, and we need analytics to explain the reasons for those results. How can we lead a machine to understand the meaning of a text, instead of just making predictions based on things like frequency, probability, or pure luck? We cannot forget that real people generate most texts. Can we use data generated by people to model the users and find their potential information needs? We invite authors to submit papers that address the questions above, as well as related questions not outlined in this proposal. Whether a particular paper address the concerns of the special issue will be left to the discretion of the guest editors, in consultation with the senior editor(s) where necessary. 2014 IEEECongress on Evolutionary Computation (IEEE CEC) Beijing , China , 6-11 July, 2014 http://www.ieee-wcci2014.org/index.htm Special Session: Recent Advances onOpposition-Based Learning Applications Aim and Scope: Diverse forms of opposition are already existentvirtually everywhere around us and the interplay between entities and oppositeentities is fundamental for maintaining universal balance and harmony..However, it seems that there is a gap regarding oppositional thinking inengineering, mathematics and computer science. A better understanding ofopposition could potentially establish new search, reasoning, optimization andlearning schemes with a wide range of applications. The main idea of opposition-based learning (OBL) is toconsider opposite estimates, actions or states as an attempt to increase thecoverage of the solution space and to reduce exploration time. OBL has alreadybeen applied to reinforcement learning, differential evolution, artificial neuralnetwork, particle swarm optimization, ant colony optimization, and geneticalgorithm, etc. Example applications include large scale optimization problem,multi-objective optimization, traveling salesman problem, data mining, nonlinearsystem identification, image processing and understanding. However, findingkiller applications for OBL is still a hard task that is heavily pursued. The objective of this special session is to bringtogether the state-of-art research results and industrial applications on thistopic. Contributed papers must be the original work of the authors and shouldnot have been published or under consideration by other journals orconferences. 2012 International Workshop on Swarm Intelligent Systems (IWSIS2012) http://www1.tyust.edu.cn/yuanxi/yjjg/iwsis2012/iwsis2012.htm Special Session- Recent Advances on Opposition-Based Learning Applications Session Chair: Dr. Qingzheng Xu Department of Military Electronic Engineering, Xi’an Communication Institute, China Scope: Diverse forms of opposition are already existent virtually everywhere around us and the interplay between entities and opposite entities is apparently fundamental for maintaining universal balance. However, it seems that there is a gap regarding oppositional thinking in engineering, mathematics and computer science. A better understanding of opposition could potentially establish new search, reasoning, optimization and learning schemes with a wide range of applications. The main idea of opposition-based learning (OBL) is to consider opposite estimates, actions or states as an attempt to increase the coverage of the solution space and to reduce exploration time. OBL has already been applied to reinforcement learning, differential evolution, artificial neural network, particle swarm optimization, ant colony optimization, and genetic algorithm, etc. Example applications include large scale optimization problem, multi-objective optimization, traveling salesman problem, data mining, nonlinear system identification, image processing and understanding. However, finding killer applications for OBL is still a hard task that is heavily pursued. The objective of this special session is to bring together the state-of-art research results and industrial applications on this topic. Contributed papers must be the original work of the authors and should not have been published or under consideration by other journals or conferences. Topics of primary interest include, but are not limited to: l Motivation and theory of opposition-based learning l Opposition-based optimization techniques l Reasoning and search strategies in opposition-based computing l Real-world applications in signal processing, pattern recognition, image understanding, robotics, social networking, etc. l Other methodologies and applications associated with opposition-based learning Submission and review process: Submissions should follow the IWSIS2012 manuscript format described in the Workshop Web site at http://www1.tyust.edu.cn/yuanxi/yjjg/iwsis2012/iwsis2012.htm . All the papers must be submitted electronically in PDF format only via email to Dr. Qingzheng Xu at xuqingzheng@hotmail.com . All the submitted papers will be strictly peer reviewed by at least two anonymous reviewers. Based on the reports by the reviewers, the final decision on papers submitted to this Special Session will be taken by General Chairs of IWSIS2012, Prof. Zhihua Cui and Prof. Jianchao Zeng. Das paper „Analysis of alternative policy instruments to promote electric vehicles in Austria“ wird in einem Special Issue von Applied Energy publiziert werden. Abstract The large amount of CO2 emissions and of fossil fuel consumption by the transportation sector makes the sector central for attaining the EU energy and climate policy targets. Consequently, new propulsion systems are developed in the automotive industry, which currently have cost disadvantages compared to conventional internal combustion engines (ICE). The article provides a review on support measures for electric vehicles which have been currently implemented within the European Union. In a case study analysis for Austria, we analyze different policy instruments including a CO2 tax aiming to support electric vehicles in Austria. We have calculated and compared total costs of ownership (TCO), which includes all costs associated with the ownership of an automobile including costs of purchasing, operating and maintaining, charges and taxes as well as costs of recycling and disposal. A survey on main specifications of electric vehicles has been conducted among the main automobile manufacturers and importers in Austria. Based on this survey, TCO have been calculated dynamically from 2011 to 2020 for a business as usual (BAU) scenario considering currently implemented taxes and subsidies for ICE and electric vehicle systems. Three alternative policy support measures have been assessed to promote EV to ICE until 2015. We conclude that an up-front price support seems to be favorable over taxation systems.

CFP: The Electronic Library Special Issue on Multilinguality in Digital Libraries OVERVIEW =========================================================================== This is a fascinating period in the history of library services. For the first time, it is possible to build large, diverse, and universal access library services using collections of digital information and delivering over an information infrastructure at the global scale. This so called digital library brings together researchers and experts from many different disciplines and backgrounds, and enables changes with profound social, organizational and legal implications. Over the past decades, digital libraries have been adopted widely in many areas, and are becoming increasingly complex. They draw on heterogeneous resources, serve diverse user populations, and carry out tasks that are getting more and more complicated. Increasingly, there are demands for multimedia, multicultural, and multilingual digital libraries. Multilingual communication enables the dissemination of information beyond the boundaries of languages. Nearly every sector of our increasingly global economy and culturally diverse society needs to master multilingual communication. On the one hand, digital information has been created in more than one language, and on the other hand, world wide open access has created a large user population with very diverse languages and cultural backgrounds. Studying multilingual technologies and resources, therefore, helps digital library users to search, browse, recognize and use information from sets of multilingual multimedia information objects. The study of multilingual technology has existed for at least 15 years, and many new technologies, such as multilingual information access systems, machine translation systems, multilingual thesaurus, etc., have been developed. However, technology development has not fully solved the technology-related problems, not to mention the communication and society-related issues. For example, no widely-used multilingual information access system is available in most digital libraries. People still mostly search for information within their own language unless searching for academic information. In addition, the laws to govern information in different languages are still far from complete, especially the online copyright law. Languages and societies still feel threatened by certain online efforts, such as the Google Book Search project. We still do not have an effective ontology or metadata scheme, which are very important resources in digital libraries, for online resources in one language, not to mention those in multiple languages. THE SCOPE =========================================================================== We invite submissions exploring various multilingual related issues in all types of digital libraries. This special issue aims to put specific emphasis on examining the recent achievements at the service side, the user side, and the collection development side of multilingual resources and technologies in digital libraries. The topics that we are specifically interested in are: 1. Service side: The current status of multilingual services in digital libraries The legal and copyright issues in multilingual information access Multilingual information services, training and education 2. User side: Digital library users' multilingual demands and requests Human information behavior in multilingual digital libraries Human computer interaction in multilingual digital libraries 3. Collection development side Multilingual resources and technologies for open access Multilingual collection building and evaluation Multilingual Web academic information organization and mining Multilingual generic and domain specific information portal development 4. Support technology Cross language information retrieval and machine translation for digital libraries Multilingual thesaurus, metadata and ontology for digital libraries Multilingual social network analysis and mining for digital libraries Multilingual information visualization for digital libraries Other multilingual information processing technologies for digital libraries However, the solicited papers are not restricted to the topics discussed above. All papers related to multilingual resources and technologies in digital libraries will be considered. HOW TO SUBMIT =========================================================================== Potential authors are asked to submit to the guest editors by email a tentative title and short abstract (which can be revised for the actual submission) to assist in the formation of a panel of appropriate reviewers. Each actual submission of manuscript should note that it is intended for the Special Issue on Electronic Libraries. Submissions to the special issue should follow the journal's formatting guidelines (see http://info.emeraldinsight.com/products/journals/author_guidelines.htm?id=el ), but the manuscript submissions should be sent to the guest editors by email directly. REVIEW PROCESS =========================================================================== Submissions will undergo the normal review process, and will be reviewed by three established researchers selected from a review panel formed for the special issue. In addition, due to the growing popularity of the WWW, information on the web gets richer and richer everyday. But, this does not come in at no cost. The growing amount of information over the WWW renders information processing more and more complex and hence more time consuming. This leads to the inception of the International Workshop on Web Information Processing (IWWIP) series. IWWIP 2010 will provide a forum for researchers on information processing to explore techniques for retrieving, organizing, analyzing, mining and learning of both structured and unstructured information on the WWW. Especially, IWWIP 2010 focuses on research on the application of text mining, natural language processing and natural language understanding techniques to process large amount of complex Web information. IWWIP 2010 will be held as part of 2010 IEEE International Conference on Machine Learning and Cybernetics (ICMLC 2010). Participants are free to attend sessions, tutorials, panels, and demonstrations offered by both ICMLC 2010 and IWWIP 2010. All IWWIP 2010 papers will be published in the ICMLC 2010 Proceedings and appear in IEEE Xplore (All past ICMLC papers are EI indexed). Artificial Intelligence Journal Special Issue on Artificial Intelligence, Wikipedia and Semi-Structured Resources GUEST EDITORS: Eduard Hovy, Roberto Navigli, Simone Paolo Ponzetto http://www.cl.uni-heidelberg.de/~ponzetto/aij/ CALL FOR PAPERS The availability of large amounts of wide-coverage semantic knowledge, and the ability to extract it using the powerful new statistical machine learning techniques developed and used in various branches of AI, is making possible significant advances in applications that require deep understanding capabilities such as question-answering engines and dialogue systems. Though well-known problems such as high cost and scalability discouraged the development of knowledge-rich approaches in the past, more recently the increasing availability of online collaborative resources has attracted the attention of much work in the AI community. Collaboratively constructed knowledge repositories have in fact been used as wide-coverage sources of semi-structured information and manual annotations. When coupled with free-form natural language information, these resources enable the development of large-scale structured resources using knowledge-lean applications. Wikipedia is a case in point, being the largest and most popular collaborative and multilingual resource of world and linguistic knowledge that contains unstructured and (semi-)structured information. This special issue aims to collect state-of-the-art contributions to the development and use of hybrid (structured, semi-structured, and unstructured) resources in AI. These include, but are not limited to, semi-structured encyclopedic resources such as Wikipedia (and related projects such as Wiktionary), user-generated answer repositories such as Wiki and Yahoo! Answers, and collaborative tagging efforts on social media platforms such as Flickr and Blogger. Hybrid knowledge resources such as Wikipedia enable the development of methods for extracting, bootstrapping and integrating fully structured, machine-readable knowledge from both unstructured and semi-structured origins. Such induced wide-coverage knowledge is expected to prove beneficial for a variety of AI tasks, as well as the Semantic Web. We are particularly interested in articles showing the benefits of using such resources and AI techniques synergistically. We thus welcome contributions dealing with applications of general AI methodologies for the construction and validation of large-scale machine-readable knowledge repositories and the impact of automatically-extracted knowledge for AI applications. We also encourage contributors to investigate the nature and impact of the structured and unstructured parts of the resource (e.g. information redundancy, overlaps, connections, etc.). TOPICS Topics of interest include, but are not limited to: * Using Wikipedia and other semi-structured content in AI tasks. 加勒比部长同意阶段性解决“共同渔业政策”问题

CARICOM 农业部长们就改善自 2003 年试行的共同渔业政策和机制( CFPR )程序达成一致。 据 CARICOM 负责该地区渔业事务的机构加勒比区域性渔业机制秘书处( CRFM )上周发表的一份新闻称,部长们同意采取两步走的方式达成 CFPR ,第一步是建立共同渔业政策,第二步是在此基础之上建立共同渔业机制。 CRFM 将此作为一大成就,认识到同时建立政策和机制对于某些成员国而言是个障碍,尤其是这还与渔民在对方领海内自由行动联系在一起。 这份决定来自于 CRFM 首次部长委员会为期 1 天的会议,本次会议于 1 月 16 日在圣文森特和格林纳丁斯举行。这次特别会议也是首次 CRFM 成员国负责渔业的部长们仅就渔业相关问题而进行全天会议。 会上另一个重要决定是采纳了加勒比区域渔工网络提交的一份提议,而加勒比区域渔工网络也被认为是 CRFM 成员国渔工在国家及区域性水平政策制定过程中的代表机构。 部长委员会还强调非法的、未报告的和未被管理的捕捞( IUU )对于该地区渔业是一个非常严重的威胁, CARICOM 委员会起草的宣言标志着 CRFM 成员国阻止和杜绝这种威胁的意愿。( www.nationnews.com 2009-01-25 )

Wherever appropriate, concrete evaluation and analysis should be included. Submissions will be judged on correctness, originality, technical strength, significance and relevance to the conference, and interest to the attendees. Each submission will be reviewed by at least three program committee members. Full papers may consist of up to eight (8) pages of content, plus one extra page for references, and will be presented orally or as a poster presentation as determined by the program committee. The decisions as to which papers will be presented orally and which as poster presentations will be based on the nature rather than on the quality of the work. There will be no distinction in the proceedings between full papers presented orally and those presented as poster presentations. The deadline for full papers is February 22, 2009 (GMT + 8). Submission will be electronic using paper submission software that will be available at the conference website. Short papers: ACL-IJCNLP 2009 solicits short papers as well. Short paper submissions must describe original and unpublished work. The short paper deadline is just about three months before the conference to accommodate the following types of papers: - A small, focused contribution - Work in progress - A negative result - An opinion piece - An interesting application nugget Short papers will be presented in one or more oral or poster sessions, and will be given four pages in the proceedings. While short papers will be distinguished from full papers in the proceedings, there will be no distinction in the proceedings between short papers presented orally and those presented as poster presentations. Each short paper submission will be reviewed by at least two program committee members. The deadline for short papers is April 26, 2009(GMT + 8). Submission will be electronic using paper submission software that will be available at the conference website. Format: Full paper submissions should follow the two-column format of ACL-IJCNLP 2009 proceedings without exceeding eight (8) pages of content plus one extra page for references. Short paper submissions should also follow the two-column format of ACL-IJCNLP 2009 proceedings, and should not exceed four (4) pages, including references. We strongly recommend the use of ACL LaTeX style files or Microsoft Word Style files tailored for this year's conference, which will be available on the conference website. All submissions must conform to the official ACL-IJCNLP 2009 style guidelines to be announced in the conference website and they must be electronic in PDF. As the reviewing will be blind, the paper must not include the authors' names and affiliations. Furthermore, self-references that reveal the author's identity, e.g., We previously showed (Smith, 1991) ..., must be avoided. Instead, use citations such as Smith previously showed (Smith, 1991) .... Papers that do not conform to these requirements will be rejected without review. Multiple-submission policy: Papers that have been or will be submitted to other meetings or publications must provide this information at submission time. If ACL-IJCNLP 2009 accepts a paper, authors must notify the program chairs by April 19, 2009 (full papers) or June 7, 2009 (short papers), indicating which meeting they choose for presentation of their work. ACL-IJCNLP 2009 cannot accept for publication or presentation work that will be (or has been) published elsewhere. Mentoring Service: ACL is providing a mentoring (coaching) service for authors from regions of the world where English is less emphasized as a language of scientific exchange. Many authors from these regions, although able to read the scientific literature in English, have little or no experience in writing papers in English for conferences such as the ACL meetings. The service will be arranged as follows. A set of potential mentors will be identified by Mentoring Service Chairs Ng, Hwee Tou (NUS, Singapore) and Reeder, Florence (Mitre, USA), who will organize this service for ACL-IJCNLP 2009. If you would like to take advantage of the service, please upload your paper in PDF format by January 14, 2009 for long papers and March 18 2009 for short papers using the paper submission software for mentoring service which will be available at conference website. An appropriate mentor will be assigned to your paper and the mentor will get back to you by February 8 for long papers or April 12 for short papers, at least 2 weeks before the deadline for the submission to the ACL-IJCNLP 2009 program committee.
