(本文发表于《Malaysian Journal of Library Information Science》2020年25卷第2期P21-42) Abstract: There has been an increase in demand for research data management (RDM) policies to improve the quality of research data however, there is no clear-cut policy content to guide the process. The purpose of this study is to identify the existing RDM policies. Specifically, the study compares and differentiates the RDM policies in three developed nations (USA, UK and Australia) to ascertain how the policies vary. The RDM policies of 100 universities from the three countries, that are present online were retrieved and content analysis approach using NVivo and SPSS were performed. The results from the analysis revealed that the common underlying facts of the policies were found in the areas of access, retention, sharing, storage and ownership. All the universities share the same core values in the management of their research. They exhibit that Data Management Plan (DMP) is essential. The study concluded that the differences in the data management are mostly issues of focus areas. More so, there is no fixed retention period for research data. To resolve the few differences identified, common criteria for data management is proposed for policy considerations to ensure compliance. Finding from the study is significant to developing countries as it adds to the discourse on data management policies. 週三(9月23日)下午,美國普渡大學宗教社會學著名學者之一 楊鳳崗 博士於加州大學伯克萊分校主講了一場講座,主題圍繞中國1949年以後數十年來的宗教政策,吸引了不少本地學者前來參加,教室中座無虛席,顯示了美國人對 中國宗教 政策之關注。 楊博士按照年代,回顧了中國內地自1949年以後數十年內、文化大革明期間、及至改革開放之後不同階段中宗教政策的變遷。他總結說,過去60年來,雖然中國官方企圖對宗教嚴加管制,但是事實證明其效果有限。各個宗教的信徒,其中特別是信奉基督宗教的人數,只是按照官方公佈的數字,都有顯著的倍數增長。不但天主教信徒增長十分明顯,基督教新教信徒的數字與1949年時相比更是有數百倍之多。 楊博士指出,如今中國老百姓對宗教的需求可以說是「需求過剩」(Over-demand)。很多老百姓希望有宗教信仰,這顯示了宗教信仰在中國社會中是有充滿的活力的。同時,如何發展與管理宗教亦成為一個亟需探討的挑戰。 楊鳳崗 教授二十多年前來美國求學並成為基督徒,現在是位於美國印第安那州美國普渡大學(Purdue University)社會系的教授,多年來致力於宗教社會學、北美華人宗教等問題的研究,並且在普渡大學成立了「 中國宗教 與社會研究中心」,支持和資助當代 中國宗教 的實證研究。該組織每年都會在中國內地組織有關宗教社會的暑期高級研討班及研討會,從世界各地邀請著名宗教學者講學與研討。去年10月,與北京大學合舉辦了 中國宗教 社會科學高峰論壇,邀請了多位國際學術界最活躍的著名學者進行探討。 楊鳳崗 教授對中國的宗教狀況與管理有不少專文論述,並曾參加去年11月份於北京舉行的由中國官方機構所舉辦的「中國 家庭教會 問題專題研討會」,就 家庭教會 登記、政府的 宗教管理 政策進行討論。 楊教授著作的一篇題為《 中國宗教 的三色市場》的論文指出,「加強宗教管制的結果不是宗教信仰和行為的總體減低,而是致使宗教市場複雜化,即出現三個宗教市場,而且每個市場都有自身特別的動力學。這三個市傲虎場是:紅市——合法的宗教組織、信眾及活動;黑市——政府禁止或取締的宗教組織、信眾及活動;灰市——既不合法也不非法,既合法又非法的宗教組織、信眾及活動。」 他並且提出三個命題進行討論:「只要宗教組織在數量和活動上受到政府限制,黑市就必然會出現(無論信徒個人要付出的代價有多大)。只要紅市受到限制和黑市受到鎮壓,灰市就必然會出現。宗教管制越嚴,宗教灰市越大。」 最後,總結說:「雖然對於正式的宗教組織的參與會減少,但是其他形式的宗教性的表達會相應增加,結果是造成一個龐大的和非常不穩定的宗教灰市。宗教灰市的現實表明,宗教管制的實際效果總是非常有限的」 本講座由附屬加州大學伯克萊分校的「宗教、政治與全球化計畫」(Religion, Politics and Globalization Program, RPGP)、社會學學系、東亞研究學院(Institute of East Asian Studies, IEAS)、中國研究中心(Center for Chinese Studies, CCS),以及美籍亞裔基督教研究學院(Institute for the Study of Asian American Christianity, ISAAC)聯合贊助。
先说一件真事和一件不知道是不是真实的故事。 真事是:ANU博士的毕业要求是提交thesis,这个thesis的定义是“ 'original written work', which, for the PhD may have been published (thesis by publication), or may be comprised of video recordings, film or other works of visual or sonic arts, computer software, digital material or other non-written material. ” 不知道是不是真实的事是:药监局一方面要求大家创新,可以真的有一类完全创新的药报上去,他又不敢批,非得等到国外有相关的审批或报道了才会批下来。 这2件事很好的代表了对待科研成果和不同态度和评价方法。我们的学生毕业为什么一定要有SCI论文?我们的人才引进为什么一直是以SCI论文(有的干脆就是影响因子分数总和)为标准?所有这一切都说明我们没有信心相信自己的评价体系,也没有打算去建立自己的评价体系,索性就用外面的吧。 我们不相信自我评价,不相信同行评价(甚至是在院士评选中),可能和文化有关系:人情文化、权贵压力和知识分子独立学术风骨的缺乏。而潜意识里的媚外情结和非专业出生的政工领导对量化指标的快速接受使得外来评估体系很快占据了我们的主流标准。这是个悲哀,对一个国家科研政策的长期发展来说,更是一个危险。 如何改变?我想还是要依靠同行评价。但是要更多的加上评价过程和结果的细节公示,以确保评价的公正和公平。毕竟文人们还是很在乎阳光下的面子的。 另外,对出资方来说,掏钱之前对课题的评估更加重要,亦就是说国家政策层面的方向指引更加重要。良心说,这些年国家在这些方面做的还是不错的,特别是在材料、基础工业方面还是投入并引导了不少的资源。但是,我们也不幸的看到,在一些极少数人把握的特大重点项目上,更多的是体现了个别实验室的特色,而不是国家或者是社会当下迫切需要的项目。其实,对于这些重大的、对国家发展起到关键作用、当下社会迫切需要解决的问题,应该是由第三方战略科学家提出需求,公开招标。比如NIH一直以来对AIDS和HIV都比较重视,就有这样相关的从大到小的各种立题,各种层次的科学研究人员都可以申请。所以,在生命科学领域,真正对中国老百姓健康造成极大威胁的课题才应该立为重点项目,并公开招标。投资方应该是出钱让别人来解决我的问题,而不是像现在这样,盲目地把立项权交给同时是申请者的人,不珍惜纳税人的钱。 为了更好的说明这个,举几个例子。成龙给ANU捐了不少钱,但是指定用于肿瘤的研究,因为他的母亲是死于肿瘤。中国现在有很多常见病、多发病,其发病机制、流行病学特点、诊治方案等都急需研究,比如HBV,比如基于中国人免疫遗传学特点的抗病毒免疫(我不是阴谋论者,但是像SARS这样的高感染亚裔族群的病毒感染机制需要搞清楚),比如高污染环境下物种生物学特点和遗传学的远期影响,比如转基因动植物食品和制品对环境和使用者遗传学近期和远期的影像等等,这些类似的,都应该由国家直接立项,然后寻找合适的实验室来做。 下期:文献情报系统和语言
正在第八届开放获取柏林国际会议会场,想起刚发表的这篇文章,转贴在此与同行交流。 【注】这篇文章发表在《研究与发展管理》杂志上(钟灿涛, 董成文,季燕江. 开放获取对大学的影响及应对措施研究 , 研究与发展管理, 2010(4):120-126.) 这里贴出来的与正式发表的版本略有不同。 ====== 开放获取对大学的影响及应对措施研究 Research on the Impact of Open Access on Universities and Coping Strategies 摘要: 现代网络技术的发展为学术论文的发表和传播方式提供了新的可能。开放获取可提高论文的利用率,明显提升作者和所在机构的学术影响。开放获取运动的宗旨符合大学创造知识和传播知识的定位。建立大学机构知识库( IR )并采取适当的 强制性 政策保证存储率和存储质量能够提高我国大学的科学影响力,促进科研成果转化,加快国家科技创新体系的建设。本文在分析开放获取对大学战略层面和运营层面影响的基础上,对我国大学的开放获取政策和机构知识库建设给出了一些建议。 Abstract: Development of modern network technology brings new models for the publication and distribution of academic papers. Open Access (OA) can increase usage of academic papers, apparently enhance academic impact of authors and their institutions. The object of Open Acess conforms with the mission of universtities, including creation and communication of knowledge. Establishement of Institutional Repositories (IR) in universties and applying proper mandated policy to ensure deposit rate and quality can dramatically enhance the scienctific impacts of Chinese universities, facilitate transformation of scientific research outputs, and accelerate the construction of national science and technology innovation system. Based on analysis of strategic and operational impact of Open Access movement on universities, this paper presents some suggestions about Open Access policy and the construction of institutional 学术期刊是学术交流的最重要平台之一。在以纸媒体为主的时期,学术期刊很好地完成了组织学术论文的同行评议以及透过发行渠道完成学术信息传播的使命,并形成了学术出版的独特商业模式。 学者和大学出版论文的根本目的是为了在学术交流的基础上进一步促进科学创新和大学教育。出于商业利益以及行为上的惯性,围绕学术出版和传播的大型出版集团和数据库机构逐渐偏离了其服务于学术交流的初衷。一些大型出版集团在垄断学术出版市场的基础上,不断提高学术期刊的价格,资料显示,截止到 2004 年近 10 年间科学、技术、医学领域的学术杂志价格每年上涨 20% 左右 。全球大学及主要研究机构每年需要支付高昂的成本来购买各种学术资源。 正如 MIT 图书馆馆长 Ann Wolpert 所说:为了追求更高的利润,出版商已经忽略了学术的价值 。 传统学术出版系统没有充分发挥因特网所带来的低成本传播优势,没有主动演化出适应网络时代新环境的业务模式。 但因特网逐渐成为重要学术交流平台的趋势无法逆转。源于学术界内部的动力开始对这一形势做出响应。最初主要发生在个人层次,部分学者自发地利用因特网进行学术交流,其形式有 Email 、讨论组、个人主页等。随着时间的推移,越来越多的学者开始主动地适应网络发展所带来的新环境,并逐渐发展到学科层次(如物理学领域广泛使用的预印本存储系统 arxiv.org )。 学术论文的开放获取( Open Access ,简称 OA )运动就是在这样的背景下产生的。 开放获取是国际科技界、学术界、出版界、信息传播界为推动科研成果利用因特网自由传播而发起的运动,以此促进科学信息的广泛传播、促进学术信息的交流与出版、提升科学研究的公共利用程度、保障科学信息的长期保存。 根据 Peter Suber 的定义,开放获取是指把同行评议过的科学论文或学术文献放到互联网上。使用户可以免费获得,而不需考虑版权或注册的限制 。 开放获取运动的实质就是通过消除价格壁垒和许可壁垒,促进学术信息的免费获取和自由使用 。 2001 年以来, 召开了有关开放获取 的一系列重要国际会议, 提出并确立了 对开放获取活动影响深远的 系列 倡议、宣言、原则和策略 ,如 BOAI 、 百斯达 宣言和柏林宣言等 。开放获取 运动 获得越来越多的支持,并 取得了丰硕 的 成果。 开放获取运动也已经从最初单纯地应对学术期刊危机发展为对整个学术交流机制的反思和流程的再造,对整个学术生态模式带来深远的影响。 实现开放获取主要有两种模式。绿色 OA 模式是将学术研究论文等存储在机构 / 学科知识库(也有人称为仓储库)中( Institutional/Subject Repositories )供读者免费获取。黄金 OA 模式则是直接创建 OA 期刊或将传统期刊转化为 OA 期刊。其论文同行评审方式与传统期刊一样,但其成本主要通过向作者收费来弥补。发表论文所需要的费用最终仍然是通过研究项目的资助或作者所在机构转移支付。无论是黄金模式还是绿色模式,开放获取都可提高学术论文的利用率,大大增强作者及所在研究机构的学术影响力。根据 DOAJ 的数据,截止到 2009 年 12 月底全球出版的 OA 期刊已达 4000 种,但中国仅有约 20 种。 2 开放获取对大学战略层面的影响 大学的三项主要任务就是创造知识、传授 / 传播知识和服务社会。 开放获取运动有助于大学实现这三大主要任务,直接触及到大学的核心价值。 在网络环境下,一所大学如何充分利用网络扩大其影响力,进一步服务公众是一个值得探讨的问题。中国重点大学是国家高等教育的重要阵地,其网络影响力的大小将直接影响到我国科技信息的传播和普及效率 。 随着开放获取运动的蓬勃发展,可以预期的是,这一趋势将会影响大学等学术机构的学术影响力和声誉。因此开放获取对大学的影响首先是战略性的。 2.1 开放获取可提升大学的科研影响力 大学科研影响力的一个重要体现就是其发表学术论文的数量和质量。近年来,论文引用数量等指标(包括新发展出来的针对大学等科研机构的 H 指数)受到越来越多的重视。大学并不直接从其所生产的学术论文中受益,而是受益于由此所带来的学术影响。学术论文的影响力直接依赖于其能见度,任何限制论文访问的措施,对于提升大学的科研影响力来说都是一种障碍。 大量的研究表明开放获取的文章比非开放获取的文章影响力要高许多。对从 1992 至 2003 年 12 年间包括管理学、经济学、教育学、商业、心理学、健康学、政治学、社会学、生物学以及法律等在内的 10 个不同学科论文引用情况的研究发现开放获取( OA )文章比非 OA 文章拥有 36% 至 172% 的引用优势 。 在所有针对大学的评价指标体系中,发表高水平学术论文的情况都是一项权重很大的指标,因此开放获取运动的发展将会直接影响到大学的科研影响力,并进而影响到对大学的评价和评级。 2.2 开放获取有助于提高大学声誉和品牌 大学声誉是自身科研影响力的一种自然反映。开放获取能够提高做为大学最主要学术产品的学术论文的影响力,从而提升大学和研究机构本身影响力,进而大大提升其声誉 。 大学品牌是指一所大学在发展过程中逐步积淀下来的凝结在一所大学名称中的跨越时间和空间的社会认可程度,是大学精神的集中体现。社会认可程度越高,它的社会声誉就越好,社会地位也就越高。 相比没有采取开放获取政策的大学,较早采取开放获取政策的大学将具有先发优势、质量优势、使用优势以及竞争优势 。这一竞争优势将会随着未来走向 100% OA 的过程 而逐渐减小直到消失,但过渡阶段,这一竞争优势以及由此而带来的公众对大学领导地位的认同度也不容小视。 南开普敦大学电子和计算机科学系( ECS )在全球第一个要求所有发表的研究论文都必须存储在本系的机构知识库中。在 2004 年底南开普敦大学又在全校范围内实行了强制性的论文自存储政策。 Peter Hirst 2006 年给出的表征大学影响的 G 因子排名中,英国南开普敦大学名列英国第 3 ,全球第 25 。 邱均平等进行的中国重点大学网络学术影响力评价主要通过 Google Scholar 对各个大学进行搜索来进行,发现搜索结果数量大于 10 万条的共 25 所,不足中国重点高校总数的 20% ,而超过 100 万条的仅有清华大学和北京大学两所大学 。 2.3 开放获取提高大学争取资源的能力 大学以及其它研究机构之间是一种既有合作也有竞争的关系,这种竞争源于机构对师资与教学和科研资助市场的竞争。机构学术地位与学术品牌成为赢得先机和取胜的最主要砝码。对于高校来说,其学术成就与学术品牌优势可以为其带来更多的教育和研究资助。这些资助既可以来源于国家与政府的公共资助,也可以来源于企业或团体的私人资助 。 大学整体的科研绩效评价不仅对于大学的声誉有着直接深远的影响,还直接影响到大学的资源获取能力。英国的 RAE(Research Assessment Exercise, RAE) 和澳大利亚的 RQF(Research Quality Framework, RQF) 是面向大学的研究评估,评估的结果用于确定各大学获得的固定部分经费(独立于通过竞争争取的研究经费)。 《财政部 教育部关于中央高校基本科研业务费管理的意见》(财教 233 号)明确要求主管部门负责对高校基本科研费的分配、使用和管理进行监督检查和绩效考评。未来其分配机制也需要根据执行情况和绩效进行调整。 除了直接的政府经费以外,大学还需要来自多方面的支持。开放获取使学术成果更容易传播到学术的院墙之外,更好地服务于社会经济生活。社会大众能够更好地了解大学,大学也能够获得更多的政治支持和社会捐赠,并吸引到更好的学生。 3 开放获取对大学运营层面的影响 除了战略层面的影响以外,开放获取对于大学运营层面也带来了深远的影响,这些影响覆盖了从科研人员个人到整个学校的所有层面。 3.1 为大学的教学和科研工作提供方便 大学的教学和科研过程可直接受益于开放获取运动的发展。要了解前沿进展需要阅读最新文献。开放获取方式发布的论文(以及相关材料)方便了大学的教学和科研活动。教师和学生可直接从网上找到全文来阅读。对于那些没有足够资金购买大量学术期刊和电子数据库的中国高校来说,这一点犹为重要。 网络和计算机技术的发展也促进了学术信息表现形式的创新。在论文或附件中使用音频、视频以及其它形式的原始数据可以更好地表现和支持文章的学术观点,方便学生和其它科研人员理解。 3.2 完善大学科研产出的管理 研究表明,建设机构知识库是最容易实现的开放获取( OA )方式。所谓机构知识库是指用于管理和传播机构成员研究成果的一系列服务系统 。机构知识库是对机构内成员智力产品进行收集、存储、管理并提供开放利用的知识传播与知识服务系统 。 机构知识库可以建立大学本身知识生产的全面永久记录;大学知识库还是一个良好的 营销 工具 。通过更好地管理大学的智力成果,同时将大学的所有知识产出集中起来,能够使研究人员和大学管理层更高效地评估这些成果的价值,甚至能够通过成果的转化来实现更大的经济利益。 2001 年建立的俄亥俄州州立大学知识库是机构知识库的最初雏形 。截止到 3 月底,全球已经有近 900 多所大学建立了自己的知识库。 3.3 提高大学绩效管理和评价工作效率 年终以及职务晋升的过程中,大学都会对教师进行内部绩效考核。建立规范的机构知识库,可以大大降低学术论文等科研成果统计和核实工作的工作量,提高绩效考核工作的效率。大学也面临主管部门的绩效考核压力,完善的机构知识库,再结合科研管理信息系统,能够方便大学管理部门及时掌握学校的整体科研情况。 Steven Harnad 就建议所有英国的研究型大学员工都应当建立并持续更新一份标准化简历以方便 RAE 评估。简历中应当包含每篇已发表论文全文在本大学知识库中的链接 。 4 大学在开放获取运动中的作用 大学始终是创新的先锋,理应成为开放获取运动的积极推动者。国外的经验表明, 大学可通过普及概念、鼓励发表、创建设施以及制定政策四个方面的行动来推动开放获取的发展。 4.1 开放获取理念的普及和教育 开放获取运动源于学术界应对学术期刊危机的努力。随着研究和实践的深入,开放获取运动的意义已经不仅仅局限于此。从整个科学发展的角度来看,开放获取运动实际上是网络时代学术界对学术交流危机的自然响应,是对现有学术交流系统的反思、修正和发展。 学术意义上的开放获取并不能仅仅从字面上来了解,而是有其特定的内涵。开放获取运动完全符合科学界行之有效的质量保证方法-同行评议,不应将经过严格同行评审的学术论文开发获取行为与不经评议即可自由发表的个人主页、博客、 BBS 等在线发表平台相混淆。 所有针对学术论文的主要开放获取计划都非常强调同行评审的重要性。做为优秀开放获取期刊的代表,开放获取期刊 PLoS Biology 自 2003 年 10 月创刊起就被 Thomson ISI 收录评估 , 2005 年该刊首次 ISI 影响因子就达到 13.9 ,高居生命科学类引用率最高期刊的榜首。 机构知识库( IR )的概念同样容易产生混淆。仅就字面来看,学位论文库、科研数据库以及学术论文库都可以看作是 IR 的一种,并且与机构本身的知识管理和数据资产管理密切相关。但在具体的讨论和语境中,一定要明确具体的内涵。在涉及 OA 的讨论(如本文)中,对机构知识库( IR )最狭义的理解就是存储本机构发表的经过同行评议的学术论文并免费供其它用户使用的数据库系统。 开放获取运动的发展依赖于其观念的普及。大学在普及开放获取理念以及明确相关概念方面采取积极的行动也是其教育职能的一个自然体现。 4.2 支持开放获取期刊的发展 由于开放获仍然是相对较新的事物,很多科研人员可能对于开放获取的好处了解仍不多,再加上对版权等问题的担心以及人本身的惰性,许多人可能不愿意向 OA 期刊投稿 。 为了实现开放获取的诸多优点,大学要鼓励教师在开放期刊上发表文章,并提供补偿文章发表成本的机制。同时支持创办 OA 期刊或将现有传统期刊转变为 OA 期刊(例如,我国大学学报应当尽可能地转变为 OA 方式来出版)。 大学有义务协助教员了解知识产权和版权管理政策,消除他们的后顾之忧,加强与出版商的谈判,保证教员发表的学术论文和其它科研成果能够更广泛地传播。哈佛大学为了解决教员发表 OA 论文以及进行自存储过程中可能遇到的问题,更好地为教员提供咨询和帮助,专门新成立了 学术交流办公室 ( Office for Scholarly Communication )这一新机构,协助副校长办公室解释相关政策并解决可能出现的冲突和问题。 4.3 创建开放获取所需要的基础设施 建立机构知识库符合大学消费、生产并传播学术成果的根本目标。 建设机构知识库是目前最容易实现的开放获取( OA )方式。 目前机构知识库的建设已经有较为成熟的系统,应用较为广泛的有 Dspace 、 Eprints 和 Fedora 系统。 当然大学机构知识库的建立并非仅仅架设一套学术论文的存储和管理系统那么简单。 大学机构知识库的建设是一个综合工程。需要学校最高层的重视和多个部门的协调行动。信息和网络部门提供技术支撑,图书馆部门提供业务运营支持,科研及人事管理部门从科研绩效和人员考核的角度制定引导性措施,保证存储的完整性和质量。法律和知识产权部门提供知识产权方面的支持,帮助处理可能涉及到的复杂版权关系和利益冲突。大学员工则需要意识到整个工作的意义,并进而主动配合相关工作。 4 、制定强制性存储政策推动开放获取发展 真正的黄金 OA 期刊在所有学术期刊中的比例还较小,但大多数期刊都允许作者进行自存储和机构存储。没有强制性政策的情况下,现有机构知识库中文章的存储率仅约 10-20% 。为改变这种情况,美国国家卫生署( NIH )于 2008 年 初 通过了一项强制性政策。要求从 2008 年 4 月 7 日 开始所有基于 NIH 资助而发表的论文必须存储到 PubMed Central 数据库中 。 全球范围内大学建立的大多数知识库的内容也不丰富。大学需要加快采取强制性自存储措施的进程 。 哈佛大学文理学院和法学院以及斯坦福大学教育学院在 2008 年上半年都通过了强制性自存储政策,要求所有教员发表的论文必须存储在本校的开放获取知识库中(除非有充足的理由获得每篇论文需独立申请的豁免) 。 2009 年 3 月 18 日美国麻省理工学院( MIT )教员会议又以全票通过了开放获取决议 MIT 教员的学术文章对公众免费开放并可在网络上获取。哈佛大学和斯坦福大学的政策是在一些学院施行, MIT 的这项政策则是作为教员投票结果首次在全校范围内施行 。 这些著名院校的行动为全球其它大学,包括中国大学,提供了可以效仿的榜样。 5 推进国内大学开放获取行动的具体措施 总体来说,国内开放获取运动的发展仍不理想。开放获取在国内大学的推广仍然面临很多挑战,需要采取有效措施来化解。 5.1 进一步加强对开放获取的认识 研究表明国内有关开放获取的文章大多发表在图书馆和情报学领域的杂志上,反映了大多数学术研究人员对开放获取的了解程度仍然较低 。这与国外大学教授们积极推动开放获取的做法形成了鲜明的对比。国内大学管理层面上对于开放获取和机构知识库的了解更为有限。这都造成国内大学对开放获取,特别是其意义认识不足。 我国的科研论文,特别是高水平论文主要是以英文发表在国外期刊上,往往需要很长时间才能够被国内同行看到。 高昂的订阅费用也使国内许多大学的科研人员无法及时阅读到最新的科技文献。应该说,我国大学是开放获取运动最直接的受益者之一。 但我们不能仅仅满足于享受开放获取的成果,还应当积极地做出贡献。对于大学管理层来说,更应积极了解开放获取对于大学的影响。事实上, 在我国大学中,尤其是教育部直属高等学校中推广开放获取运动,将有利于提高我国大学的学术声誉,有利于我国大学的对外开放与学术交流,有利于我国大学和科研机构学术水平的快速提高,推动我国世界一流大学的建设,有利于提高大学内部科研管理效率,有利于教育部等主管部门对大学的科研绩效评估,从而推动我国大学的持续发展。 5.2 选准突破口推动开放获取在国内的发展 考虑到国情,短时间内在国内新创建大批纯 OA 学术期刊并不现实,而大多数国内传统学术期刊目前对转变为纯 OA 方式出版也并不热情。另一方面,目前我国最优秀的学术论文主要是发表在国外的英文期刊上,而这些期刊对于机构自存储大多数已经有较明确且积极的政策。因此,开放获取运动在国内大学的突破口还是应当从建设大学机构知识库开始。 当然,机构知识库可以涵盖的内容很多。作为发展中国家的中国应先从最简单的地方做起,重点先瞄准学术论文的开放获取来建设大学机构知识库。 目前在国内,在大学内建设大学知识库的只有厦门大学等很少的几所院校 。随着对开放获取认识的深入,不久一定会有更多的高校开始建设自己的机构知识库。 教育部科技发展中心的科技论文在线在经过粗放型论文发布、有选择地进行后评审以及优秀论文结集为电子期刊出版等几个阶段之后,目前正在积极探索在促进大学机构知识库建设的基础上,使科技论文在线成为大学 IR 联盟的可行性。科技论文在线通过先发表后评审的机制创新地解决了学术论文发表的时效性和质量保证之间的矛盾,在普及学术论文免费传播方面做出了突出的贡献,相信其政府背景对于促进大学知识库的建设也能够起到积极的作用。 5.3 制定符合我国国情的政策和推进机制 开放获取政策涉及到整个学术交流体系以及相关方利益,其复杂程度也是空前的。 考虑到中国的国情,要积极推动我国大学在开放获取运动中发挥更为积极的作用,需要制定相应的政策并进行必要的投入。 从国外的经验来看,无论最初的推动来自何方,机构知识库的基础设施建设并不存在技术上的困难。但要真正发挥其作用,则必须密切结合科研管理、人事绩效考核以及图书馆和信息管理等部门的日常工作流程来进行。国外大学的强制性措施,无论是哈佛大学文理学院和法学院以及斯坦福大学教育学院的学院级政策,还是美国麻省理工学院( MIT )的全校性政策,实际上是以教员投票方式通过的,并非一般意义上的行政强制。 考虑到我国大学治理的实际情况,政府和大学管理部门的推动更为关键。建议基金委、科技部和教育部等有关资助部门和行政主管部门统一制定开放获取政策与管理办法,并且进行必要的经费投入,推动各个大学开展各自的大学机构知识库( IR )建设;教育部直属高等学校,特别是 985 建设的重点研究型大学应带头积极推动此项工作,建设大学机构知识库,大力推动学术论文的开放获取,使校内管理更加科学化、规范化,同时也不断提高大学的学术水平和声誉,促进大学的不断发展与进步。 参考文献 ( 略 )
王 应 宽 2010-02-27 Beijing , China 美国罗林斯学院的开放存取政策 2010 年 2 月 25 日 ,美国罗林斯学院人文与科学院全体一致通过了开放存取政策,旨在尽可能广泛的传播其研究成果和知识。该政策规定了开放存取著作成果的界定、种类、范围和适用于该校哪些著作权人等。为便于政策的实施,还规定了由 Olin 图书馆提供开放仓储服务,保证该校教职员工的成果和著作能及时提供符合标准要求的开放存取。 该政策对准备实现开放存取的期刊、机构或组织均具有参考价值。故转贴于此,供分享。 OPEN ACCESS POLICY The faculty of Arts Sciences of Rollins College is committed to disseminating the fruits of its research and scholarship as widely as possible. In keeping with that commitment, the faculty adopts the following policy: Each member of the faculty of Arts Sciences grants to Rollins College nonexclusive permission to make available the final, peer-reviewed, manuscript version accepted for publication of his or her scholarly articles (hereafter referred to as works) and to exercise all rights under United States copyright law in those works for the purpose of open dissemination. In legal terms, each faculty member grants to Rollins College a nonexclusive, irrevocable, paid-up, non-commercial, worldwide license to exercise any and all rights under copyright relating to each of his or her scholarly works, in any medium, provided that the works are not sold for a profit or used for any commercial purposes, and to authorize others to do the same. The policy will apply to all peer-reviewed scholarly works, including works jointly authored with persons who are not members of the Rollins faculty of Arts Sciences, written while the person is a member of the faculty except for any works completed before the adoption of this policy, any works for which the faculty member entered into an incompatible licensing or assignment agreement before the adoption of this policy, and any work for which the author might reasonably expect to receiveroyalties (including monographs, textbooks, musical, or other creative works.). The Professional Standards Committee will waive application of the policy for a particular work upon written notification by the author, who informs Professional Standards Committee of the reason. To assist Rollins College in distributing the scholarly works, on or before the date of publication, each faculty member will make available an electronic copy of his or her final version of the work at no charge to a designated representative of Olin Library in appropriate formats (such as Microsoft Word or PDF) specified by the library. Each work will be embargoed until it has appeared either in print or online at the publishers web site, whichever comes first. Olin Library will make the works available to the public in an open-access repository. The Professional Standards Committee will be responsible for interpreting this policy, resolving disputes concerning its interpretation and application, and recommending changes to the faculty. The policy is to take effect immediately; it will be reviewed after two years by the Professional Standards Committee, with a report presented to the faculty. The faculty of Arts Sciences calls upon Olin Library to develop and monitor a plan for a service or mechanism that would render compliance with the policy and the waiver procedure as convenient for the faculty as possible. To this end, the faculty authorize the Dean of the Faculty to provide appropriate Olin Library personnel with the information recorded in Section II(1) Research, Scholarship, and Artistic Activity of the College of Arts Sciences Faculty Self-Assessment Reports.
