被Pubmed收录，在线多媒体期刊JoVE堪称学术期刊领域的里程碑

JoVE（ Journal of Visual Experiments ）杂志是一个以在线多媒体视频为出版内容的生物学学术期刊。经美国国家医学图书馆（NLM）和美国国立研究院（NIH）批准，从2008年8月起， JoVE 杂志内容正是被 Pubmed 收录。成为世界上首家、也是唯一一家被Pubmed收录的以多媒体视频为出版内容的学术期刊。堪称学术期刊领域的里程碑，或开创学术期刊出版的新局面。 JoVE杂志创办于2006年末，总部位于美国马萨诸塞州东部城市萨默维尔。就其出版形式，我们可将其称作视频文章，即学术文章的内容完全是通过视频以动态的形式展现到互联网上。虽然也配有少量的文字介绍，但这些文字也只是以方便被搜索和收录为目的。目前杂志已拥有200多篇来自包括免疫学、神经科学、微生物学、发育生物学等主要生物学领域的视频文章。在短短不到两年的时间里，JoVE就能被Pubmed所收录、并且还是以一种新媒体的形式出现在学术期刊界，不得不让人称奇。当然，它的成功除了它自身的创新性之外，得到世界顶尖科研机构的有力支持也是一大主要原因。通过访问他们的网站，我们不难发现，其中很大一部分视频文章都是来自像哈佛、普林斯顿大学这样的超级牛校。再看一下它的编委阵容，21个编委有11个来自哈佛和普林斯顿，其受到的支持力度让人乍舌。另外，作为免费的、同行评议的在线生物学杂志，JoVE对来稿的要求也相当严格，只有1/4的来稿最终会被接收和发表。而其另一种访谈形式的视频文章也只以邀请约稿的形式运作。作为一种科学展示与共享的全新方式，在线视频文章的出现对科学的意义，笔者总结以下几点：增加文章的透明度、提高文献数据可重复性：目前科学研究的成果数据可重复性太差已经成为一个普遍的问题。一个科学家发表文章以及数据后，其他科学家根据其文章描述的方法重复实验，却无法得到吻合的数据，那么这表明发表该文章的科学家在作假吗？当然有这种作假的科学家，那么这种赤裸裸的视频文章模式，将把这类作假科学家拒之门外。另外，也有一部分科学家其实不是作假，而是因为在文章表述上的笼统与含糊，造成读者的理解偏差，最终导致数据无法重复。那么有了视频的直观介绍，这种理解偏差将被大大减少。拓展科学文献的展示纬度，并化繁为简：通过多媒体，通过动态的视频，人们能够具体而详实地看到从理论到操作的整个过程（特别是后者），比起看那些密密麻麻的蚂蚁文字和抽象图片，在线视频在帮助读者理解实验内容和掌握实验方法上具有很显著的优势。那些深奥的科学通过视频的形象展示，降低了科学理论在描述上的复杂性和在理解上的难度。看文章的过程就像看一部科普电影般轻松，而且文章的内容在读者的脑海中也将更加丰满，即能产生一个多维度的印象。摆脱耗费在学习新技术上的无底黑洞：现代科学的发展日新月异，新的技术层出不群，稍不留神，你就落后了。学习和掌握新的实验技术仍是一种劳动密集型的苦差事，我们真有这么多时间去学这些技术吗？我们准备花多少时间、多少金钱在学习这些新技术上呢？那可是一个无底的黑洞呀！视频文章的优势恐怕就是在于它既是一片科学文章，同样也是一片非常优良的视频教程，学习新技术？没问题，你要做的就只是 follow me！可及性是在线视频的一大优势：只要你能够上互联网，只要你的电脑上安装过浏览器，一般你就能够访问到这些文献。而且单就JoVE而言，它还是免费的午餐，而且质地优良，无副作用，不吃白不吃呀直接将视频文章关联到传统文章上：这也是JoVE所倡导的一个模式，那就文章作者在发表传统模式文章的时候，附带上视频文章在里面。那么，传统模式文章的优点和视频文章的优点将相得益彰，交相辉映。这个时候，我们是不是可以称这种文章为一种完整的文章了呢？除了前面第5点说到的，有可能出现一种完整的文章的概念外，JoVE给文献应用格式上也带来了一些变化，那就是在引用在线视频文章的时候，必须得加上视频的所在网址了，如下格式（来自JoVE的网站）： Carlson J.R., Shiraiwa T. 中文科技期刊要想提高质量，很难！

大家写文章或者读文章都会有这样的体会，就是一篇英文论文的内容相当于几篇中文期刊的论文，也有人先发一篇英文以后，然后将其拆成几篇发成中文（听说先发英文然后用母语发文章符合国际规则）。可见中文期刊要提高质量确实要增加文章的内涵，但根据中国的国情，操作起来很难，因为国内的职称评定、业绩考核和成果鉴定等，多看论文的篇数，即只讲数量不讲质量，因此往往一篇文章只说一个问题的局部而不是全部，这样的情况下中文科技期刊很难在质量上与国外期刊相比。国外期刊上发的一篇文章一定要是一个完整的story，如果你仅仅做一两个指标说明一个问题的局部，肯定是发不了的，所以国内期刊要提高文章的质量，只要目前对科研人员的评价机制不变，期刊的质量也很难提高。

关于期刊评价指标－影响因子

2007年写就的一篇短文，贴上来与大家分享。关于期刊评价指标－影响因子 1. 定义影响因子（ Impact Factor, IF ）的概念源自美国科学信息研究所（ Institute of Science Information ， ISI ）创始人 Dr. Eugene Garfield 对科技期刊发文量和被引用情况分析得出的如下结论，即少量的期刊刊载大量的有重大意义的科研成果。定量地说， 300 个期刊刊载一半以上的被引论文和近 1/3 的发表论文；而 3000 个期刊刊载 80% 的发表论文和 95% 的被引论文。由此， Dr. Eugene Garfield 于 1963 年提出了影响因子的概念，推出了科学引文索引（ Science Citation Index, SCI ）。 ISI 从 1975 年开始，每年发布 Web of Science 收录期刊的引证报告（ Journal Citation Report ， JCR ），其中包括影响因子。目前 SCI 光盘版收录约 3850 种期刊，也就是通常说的核心版。 Web of Science 收录 6600 多种期刊（包含 3850 种核心刊物），也就是通常说的 SCI 扩展版（ Science Citation Index Expanded ， SCIE ）。目前国际上通常用的是两年影响因子。 2007 年中发布 2006 年的影响因子。 2006 年影响因子是该刊 2004 年和 2005 年发表的论文在 2006 年被引用的总次数除以该刊 2004 年和 2005 年发表论文总数中国科学技术信息研究所（简称中信所）于 1987 年开始，对中国科技人员在国内外发表论文数量和被引用情况进行统计分析，并利用统计数据库建立了中国科技论文与引文数据库（ CSTPCD ），后来逐年发布包括影响因子在内的共 18 项指标来评价中国科技期刊。目前中信所数据来自于万方数据，清华同方知网（ CNKI ）每年也会发布期刊引证指标。 2. 作用影响因子是一个相对统计量，可以相对公平地评价不同的期刊。通常，期刊影响因子越大，它的学术影响力和作用也越大。尽管出版界和科技界对影响因子作用过度夸大现象反应强烈，然而因没有能替代这一指标的其它评价标准，影响因子还是在世界范围内被广泛用作评价期刊的重要指标之一。 3. 影响因素 3.1 时间因素两年的时间限制可导致不同刊物中论文的被引频次有较大差异。对于研究成果时效性强、持续时间较短的热点研究领域论文，出版周期快的话容易得到更多的引证。例如，美国临床医学方面的论文发表周期只有几周， 83% 这方面的论文于发表当年被美国科学家引用（包括自引）。而有些领域科研周期较长，发表周期也相对较长，就有可能因超出两年的时限，不能被计入被引频次，从而影响影响因子的计算结果。中信所统计两年影响因子，也统计 5 年影响因子。 2006 年《电子与信息学报》 5 年影响因子为 0.367 ，而两年影响因子为 0.317 。 3.2 收录范围基于少量期刊刊载大量有重大意义和影响的科研成果的理念， ISI 只对其收录的期刊进行数据采集和评价。 SCIE 收录期刊只占全世界期刊总量的 3.6% ，而且各国被收录的期刊数极不平衡，美英占绝对多数；语种分布也极不平衡，极少收录英文之外的语种。而同国科学家之间因研究成果传播快捷、课题相关而互相引用，同语种刊物互相引用的概率也较大。这种收录期刊数和语种分布，非常有利于美英等以英语为母语的国家的刊物获得高影响因子。反之，对于其它国家的非英文刊物来说，获取高影响因子的难度相对较大。例如 2006 年 SCI 影响因子 Nature 为 26.681 ， Science 为 30.028 ，而中国的《科学通报》只有 0.722 ，《中国科学 D 辑》只有 0.636 。中信所数据取自万方数据数字化期刊群，统计收录于万方数字化期刊群的我国正式出版的 6383 种中英文期刊。中信所公布的上面两个刊物《科学通报》和《中国科学 D 辑》 2006 年的影响因子分别为 1.231 和 2.450 。清华同方知网（ CNKI ）收录期刊数多于万方，统计出来的影响因子也相应高一些。《电子与信息学报》 2005 年 CNKI 公布的影响因子为 0.345 ，而中信所公布的只有 0.315 。 3.3 学科性质不同学科由于发展速度和成熟度的不同，期刊基数的差异很大，从而致使 SCI 收录的不同学科的期刊数目差别很大（即 SCI 检索的不同学科的论文数和引文数相差较大）。而相同或相近研究领域的论文倾向于相互引证，这又反过来在很大程度上导致不同学科间刊物的影响因子产生较大差异。例如， 2006 年肿瘤学（ Oncology ）最高影响因子为 CA － A Cancer Journal for Clinician 的 63.342 ，中间值（即同类期刊中按影响因子排序第 50% 个期刊的影响因子）为 2.396 ，而电气电子工程类（ Engineering-Electrical and Electronic ）影响因子最高为 Progress in Quantum Electronics 的 4.500 ，中间值只有 0.72 。 3.4 括刊因素刊物括刊将使其影响因子下降，因为分母是发文量，增加多少 100% 进入当年的分母。而分子是被引频次，工程类期刊被引半衰期大多在 3 年以上，因发文量增加的被引将陆续进入分子，即滞后于进入分母增加速度。因而括刊是降低影响因子的因素。 3.5 期刊影响因子与高被引论文高被引论文为期刊贡献被引频次，进而提高刊物的影响因子，但若期刊影响因子高的话不一定发表于该刊的每一篇文章被引次数都升高。即期刊影响因子是对刊物的评价，而不能代表发表于此刊物的每一篇论文的水平。《电子与信息学报》从 2001 至 2005 年发表论文 1618 篇， 2006 年 5 年被引 593 次， 100 篇被引论文贡献了 50% 的被引频次。 77.5% 的论文未被引用过。 Seglen 也通过统计发现，约 15% 的论文贡献 50% 刊物总被引频次， 50% 论文贡献 90% 被引频次。这表明，好的刊物并不能提高一般水平论文的被引频次。 4. 使用影响因子时的注意事项 4.1. 影响因子是发布年之前 3 年、统计年之前两年发表的文章在统计年的影响力。是对期刊整体水平的评价，不代表某一篇文章的水平。 4.2. 影响因子的高低与其所属学科密切相关，不同研究领域的期刊不具有可比性。 4.3. 同类刊物相比，高影响因子期刊有更高的显示度，会吸引更多好文章投稿，进而录用率降低，因此，所刊载的论文应当具有更高的学术水平。 4.4. SCI 创始人 Dr. Eugene Garfield 说： SCI 的发明者告诫人们对这些数据不要不加区分地使用，（ SCI 数据的使用）尽管很方便，但很危险，虽然期刊的评估很重要，但对科研人员的评价更重要，因为其影响到个人的职业生涯。影响因子不应作为人的评价的替代物。参考文献〔1） James Testa. Journal selection for Web of Science. 95份中国期刊在SCI学科分库中排名情况出炉美国汤姆森-路透科技信息集团于2008年6月18日公布了《期刊引证报告》（JCR 2007），共列出全世界期刊6417种。目前查询到95种中国（含大陆75、台湾18、香港2）期刊的数据。以下是由中国高等学校自然科学学报研究会对外联络委员会、中国科学技术期刊编辑学会国际交流工作委员会相关人员统计出的，这95份期刊的影响因子在美国《科学引文索引》（SCI）数据库各个学科分库中的排名情况（最右侧一列）。从中我们可以发现，与全球各个学科比较，中国的学术研究和学术期刊的提升空间还很大。具体名单见 http://www.sciencenet.cn/htmlnews/2008/8/210265.html

什么是学术期刊？王应宽 2008-08-05 学术期刊刊发的文献以学术论文为主，而非学术期刊刊发的文献则以文件、报道、讲话、体会、知识等只能作为学术研究的资料而不是论文的文章为主。那么，什么是学术期刊？学术期刊是期刊中的一类，主要发表由专家撰写的并经同行评审的学术性论文。学术期刊的主要功能是传播知识，而不仅仅是为出版者赚钱。了解这个定义很重要，可以用来检验我们正在创办的学术期刊是否合乎要求，有违初衷。例如，我们有的学术期刊发表的文章不是专家撰写的，发表的文章不是学术文章或学术性很差（学术垃圾），有的没有经过同行评审，或者同行评审机制存在问题，未能发挥应有的把关作用。学术期刊的功能是传播知识，而不是为出版者赚钱，可是有的主管部门、主办单位和编辑出版部门恁要把学术期刊推向市场，让学术期刊去赚钱，于是学术与金钱联姻，学术腐败、学术不端随即产生，并迅速蔓延。学术性每一个事实或观点都是得到充分证实的学术文献提供确切的出处，包括作者、页码，以及每一项重要的外部信息。文章应该以详细的参考文献结尾。还可能提供脚注和尾注。文章只提供进一步阅读的推荐文献资料，或模糊的资料集来源是不够的。学术文章可能很长、复杂，非领域专家可能难以马上读懂文章。同行评审稿件由专家组筛选和认可每一本学术期刊都有一个同行评审委员会（一个专家组），来决定那些投稿可以接受发表。评审委员会可能会把文章和改进建议一并返回给作者修改。同行评审的过程并非只简单的涉及拼写错误。评审委员会将调查和挑战作者提出的主要假设和结论，如果评委会认为文章值得进一步考虑，作者才有机会反馈。如果一篇文章已经发表在某学术期刊，你可以相信在某个特定领域知道得比你多的人们已经评审筛选出了一篇内容可信值得发表的文章。如果主题是广为关注的学术热点，该领域的其他学者更愿意发表一篇新的文章，来挑战或改正该领域其他学者发表的文章中的错误或细节。虽然学术期刊都需要实行同行评审，但实践表明，同行评审并不完善，还有很大改进的空间。学术文章由专家撰写而不是新闻记者撰写学术期刊通常限定其投稿人为教授、研究生或其他拥有有关某个主题第一手研究资料的专业人员。如果论文归功于诸如新闻记者（特约撰稿人、通信记者、或特定的自由撰稿人）之类的作者，那么你所阅读的很可能是一本杂志。一个新闻记者可能写出一篇深思熟虑的、富有深刻见解的重要的就学术领域某一问题的概述，但新闻记者的工作是总结和解释其他人所做的工作。如果没有其他专家所作的原创性学术工作，就如巧妇难为无米之炊，学术记者将没有素材撰写报道。 Dennis G. 关于期刊论文的评委

一篇文章投到国内的某期刊，已经4个月了，评委们还没有反馈评审意见，其中包括内审时间1个月，外审时间3个月，焦急等待之际，不免有些无奈，也许评委们公事繁忙吧，也许稿子看起来比较难理解吧，也许评委们把稿子放在哪里之后就再也想不起来了吧...也许有诸多的理由，但是既然同意了入选该期刊的专家库，是否就意味着应该承担这份责任，应该有这份义务，应该在期刊规定的时间内返回科学、合理的审稿意见？如果确实有困难，应该及时和期刊的编辑说明吧。自己也曾帮人审过几篇稿子，最大的感觉就是，如果想对期刊、对作者、对文章负责的话，只要做到一点就好：心里要放着这件事。

中文科技期刊如果能减少三分之二

我不知道大家想过没有，如果国内的中文科技期刊减少三分之二，对中国的科学研究会有什么样的影响？我的答案是肯定的，将有助于提高中国整体的科学研究水平。我的观点肯定会引起争议的。大家环顾一下四周我们被各种中文科技期刊所包围，质量相差比较大，质量比较好的一类是真正的学术期刊，还有大量的期刊也叫职称晋升期刊，只要交钱不问论文真假就发，这是中国特色，我们可以看看任何一所大学都有学报，甚至专科学校都有，你想一所专科学校一年有几个科研经费，每年我们国家为此浪费多少金钱和纸张？单从环保的角度就应该把这些垃圾杂志给砍掉。据说（不一定准确）我们国家发表一篇SCI文章的成本（花费的科研经费）比美国的成本都高，当然原因很多，有体制的原因，有管理的原因，但还有一个重要的原因，就是一些基金获得者草草弄几篇文章在国内杂志发表就了解了。科学需要交流，科研的价值是需要同行认可的，而世界上科学交流的主流是英文媒介，即使您再大的科学发现如果不发在英文杂志上，也是很难被别人认识和评价的。而我们国家大量中文期刊的存在，使我觉得我们有点象清朝一样与外界隔绝，有点自娱自乐的味道。世界上没有哪个非英语国家有我们这么多非英语的科技期刊，德国是一个民族自豪感很强的国家，他们也没有多少德语的科技期刊，他们的工作主要投到世界主流英文期刊上。现在我们设想一下，把中文科技期刊砍掉三分之二，如果大家要晋升职称就需要发高质量的文章（因为低劣的杂志已不存在）；科研基金要结题也需要发高质量的文章，就逼着我们的科学工作者与国际接轨，在这种情况下无疑会推动中国的科学研究水平。

期刊关系户—浅谈期刊的几点怪现状（三）

这里说的期刊关系户是说期刊不是按正常评审和审稿规则决定是否发表其文章的作者，这里专指一个期刊本单位或与期刊编辑熟识的一些作者，再一个是项目资助文章的作者。我知道有的在学校办的期刊，经常有本校的学生投稿，也不是说本单位的投稿多就有什么问题，因为毕竟本单位的首先知道熟悉有这么个期刊，首先会想到在本单位的期刊上发表；而出现的问题是，有的学生的论文可能质量不怎么好，想在上发表，所以可能导师给本单位期刊首先打个招呼，这同与认识期刊编辑差不多。面子不能不给啊，不然以后还处不处了啊？所以一般也会给这个面子。有些期刊现在明确规定，如果是国家项目资助的文章优先发表，这些期刊很容易在前面说过的名不副实的期刊中找到。就像很多期刊，最好或必须引用本期刊一篇文章才能发表一样，没有道理。国家项目资助的文章不一定就好，优先发表的文章应该是经过专业审核确实质量高的文章。因为我知道，有导师项目级别比较高，973、863或自然基金等，但是只要是学生做的相关的东西写文章都挂这些项目，其实这些学生的文章事实上有很多是挺差的。甚至我知道一个名不副实的期刊还统计发表的基金项目资助文章，真不知道有什么意义。相关：学校逼学生用国家项目资金多多养活期刊浅谈期刊的几点怪现状（一）名不副实期刊很受欢迎浅谈期刊的几点怪现状（二）

名不副实期刊很受欢迎—浅谈期刊的几点怪现状（二）

现在有一些期刊，说起来级别较高，但是实际质量是很低的。或者级别说起来一样，但是质量有差别的，有一些就比较好中。这样的期刊一般来说对很多人是较受欢迎的，因为总有这么一些人，只看期刊的荣誉。我所知道的，有人很兴奋的说他找到国外一个好中的SCI期刊，感觉非常高兴，还跟别人分享。当然像咱们这种还没进入科学殿堂的硕士生，感觉中文核心就是挺不错的。我就发现了有一些期刊，有中文核心有荣誉，但是发表的时候只要文章过得去，再加上如果有国家或科技部项目资助的话，就更没问题了。有的甚至只要交钱，在很短的时间内就能回复（一周或几天都有可能），我都怀疑有没有让专家审稿，因为一般的期刊审稿需要3个月左右。而且，往往这样的期刊，每期文章特别多，而且轻则月刊甚至是旬刊，且版面费特高。因为他级别高，说出去好听，版面费高的话一般也愿意。在一个层面上来说，还是浪费了很多资源，这和当前很多质量低的期刊差不多。因为好多工作的技术人员为了评职称，把很一般的技术文章，甚至买文章、弄别人的文章改改往上就发。不知道这样的期刊为什么级别能评上去，当然一般学者肯定是不屑于在这上面发文章的，以至于一些学校在规定学生毕业需要发表核心期刊时，有一些期刊要除外，就是这样一些比较受欢迎的期刊。相关：学校逼学生用国家项目资金多多养活期刊浅谈期刊的几点怪现状（一）期刊关系户浅谈期刊的几点怪现状（三）

学校逼学生用国家项目资金多多养活期刊—浅谈期刊的几点怪现状（一）

上了两年硕士，无论是学校要求毕业要发表文章还是导师要求出成果的原因，现在对期刊与投稿有一些接触，也有一些感触。当然少不了发现的一些以前不熟知的怪现象，实际上我认为是一种不好的现象。现在很多学校或学校中许多学院都要求学生发表论文才能毕业，一般博士要求比较高，比如SCI、或中文核心。而一般硕士要求都不是很高，有的要求只要公开发表就行，或好一点的要求中文核心，可能还要求更高（不大清楚，硕士这方面很少听，因为一般讨论博士是否要发表SCI比较多）。所以这样一来，每个学生就要至少发表一篇文章，而在硕士阶段一般刚刚接触科研，能力还不够强，特别是２年的硕士，第一年上课，打点杂，很多人还没进入状态，就已经要做毕业设计准备毕业了。但是学校有这个要求，而且还是答辩之前就得见刊。因为一般审稿加发表，一篇文章至少需要大半年到一年的时间，大都在第一年快结束时就得把文章投出去，可是第一年别说没有做科研的状态，就是时间也被上课占用了，哪有科研成果可供发表呢？于是，很多同学只能把平时打杂的东西写成文章，其实就是一种技术重复性的工作，也就是把别人做过多次的自己工作的流程写出来，至多是换了数据而已；或者毕业设计的综述，但是一般综述是大家才写的（好多期刊不收学生的综述），因为一个硕士生看的阅历或时间还有限，看的文献不全，再一个很难有综合分析提出自己一些观点看法的能力。当然，三年的硕士时间就充裕一些，第二年倒是可以研究出点东西，但是要说研究出什么很不错的成果也很少，不然中国还了得，因为有这么多的三年硕士。文章写出来，是要发表的，可是这些文章往哪投呢？一般，如果时间不急的话，首选那些所谓级别高（如中文核心，对于不好发文章的专业的硕士来说也够了）但质量垃圾给钱就发的期刊，再就是普通期刊，如果时间来不及或者质量高的文章在毕业前不能刊出的话，那学校的增刊成能了首选，只要是本校学生，一律来者不拒，这一点学校真是太人性化了，他怕你不能毕业嘛。全国多少硕士，而这些文章，说句实话，参考价值真的很小，除了作者、导师、编辑和审稿人，估计也没多少人看了。可是还费时费力地刊登出来，浪费了编辑人员工作、浪费了编辑时硬件资源、浪费了纸张和印刷成本，浪费了国家的项目资金，因为这一切的费用都是由学生买单，当然这钱一般是由导师的项目出。而且有的学生为了能找到更好的工作，或者以前评职称用，拿着导师的项目的钱到处发表质量低下的文章。我不知道学校要求学生必须发表文章的目的，是为了逼学生做出科研成果，是为了培养学生的学术论文写作能力，还是为了拿这些来作为自己的研究水平指标。但是，我知道这种要求，对于名誉与质量名不副实的期刊、容易发的普通期刊和学校增刊来说，他们是最高兴的。因为他们有人养活，越多学校要求，就越多学生用国家项目基金养活越多人，学生发的质量低下的文章越多，用国家项目基金也养活越多人。逼学生做出科研成果，为什么学校开办增刊？为什么不在毕业时要求严一些，要在毕业时拿出真东西出来？而平时可以要求在行业认同的期刊上发高质量文章，不在行业有没有好评的期刊上发表低质量文章。培养学生的学术论文写作能力，这个我也非常赞同。但是为什么非要发表出来？能不能要求学生在导师的指导下，或者论文写作课上（这个准备在以后讨论）按实际的当前期刊要求，结合自己的工作，完成一科论文写作作业，让本校期刊编辑、专家审稿、评审，根据写作规划、写作技巧、文章结构和内容给出成绩，同时推荐优秀论文发表。拿学生的论文作为研究水平指标，我想这个站不住脚吧，一般学校现在比的是SCI论文数量（暂时不管是否合理，是否有人反对）。希望学校不要一刀切，让所有的硕士生发表文章才能毕业。希望学校不要再逼学生拿国家项目资金去多多地养活一些期刊。相关：名不副实期刊很受欢迎浅谈期刊的几点怪现状（二）期刊关系户浅谈期刊的几点怪现状（三）

SCI 新收录700种区域性期刊概况(附Word版下载) 2008-06-25 王应宽编译 2008年5月27日，Thomson Reuters在费城宣布700种新的区域性期刊被收录添加到Web of Science中。新收录的700种期刊主要目标读者群不是国际受众，而是区域性读者，而更多的是从本地化视野聚焦于特定主题的区域性兴趣来考虑主题和期刊。近两年多以来，Thomson Reuters评审了数以千计的涉及自然科学、社会科学以及艺术与人文学科领域的区域性期刊。尽管对区域性期刊的选刊标准与国际期刊基本相同，但区域性期刊的重要性是以其内容的特殊性（specificity of its content）来测度的，而不是其引证影响（citation impact）。增加这700种区域性期刊将为全球深入了解特定区域独特的科学问题提供非常有益的视角。其中新收录的700种期刊中含中国期刊38种（含香港的3种），至此，中国期刊共有147种被SCI收录，其中大陆113种，香港8种，台湾26种（完整名单附后）。被收入Web of Science的所有期刊都需要经历严格的筛选。为达到严格的选刊标准，区域性期刊必须：按时出版，有英文的书目题解信息（包括题名、摘要、关键词），引用的文献必须用拉丁字母语言文字表示的（Roman alphabet）。新收录的区域性期刊涉及的学科领域包括：艺术与人文学科（61种.8.7%），农业生物与环境科学（108种,15.4%），化学（148种,21.2%），工程、计算与技术（89种,12.7%），生命科学（38种,5.4%），物理学、化学与地球科学（95种,13.6%），社会与行为科学（161种,23.0%）。此次人文社科类期刊收录总计222（61+161）种，占据相当高的比例（约32%），真乃三分天下有其一,似乎也体现了区域性学科和主题的特点。化学也为强势学科，收录较多。具体的学科与地域分布参见下表。 For more information, please visit http://scientific.thomsonreuters.com . 论文的影响因子并不等于登载期刊的影响因子

论文的影响因子并不等于登载期刊的影响因子为鼓励多出成果，出台了各种奖励政策。许多单位制定了按照影响因子加总乘以某个系数给予经济奖励的办法。为操作方便，就把发表在某一期刊中的每篇论文的影响因子等同于期刊的影响因子。大家知道，期刊的影响因子 (Impact factor ， IF) ，是表征期刊影响大小的一项定量指标。也就是某刊平均每篇论文的被引用数，它实际上是某刊在某年被全部源刊物引证该刊前两年发表论文的次数，与该刊前两年所发表的全部源论文数之比。期刊某年影响因子的计算方法为：过去 2 年期刊所发表的全部文章在第 3 年被引用的总次数（包括他引和自引）除以 2 年发表文章的总篇数。例如， A 刊 2004 ， 2005 年分别发表 100 篇文章（共 200 篇），这 200 篇文章在 2006 年被引用次数总计 400 次，则 A 刊 2006 年的影响因子即为 2 （ 400/200 ）。从这个计算方法看，影响因子作为一个统计学指标来综合度量期刊的整体质量状况，尚存在不够完善的地方。大量统计研究表明，期刊论文被引频次呈现二八法则，即一本期刊中 20% 的文章贡献了 80% 的总被引频次，相应地，期刊中 80% 的文章仅贡献 20% 的被引频次。也就是说，期刊中的许多文章很少被人引用，有的垃圾文章根本就没有被引用，对期刊整体影响因子的贡献是零。照理说，没有被引用的文章，其影响因子是零，怎能等同于期刊的影响因子呢？期刊中高被引文章的影响因子应大于等于期刊的影响因子才合理。可见，不能简单化的把论文的影响因子等同于期刊的影响因子。关于论文质量的评价，笔者提倡应建立基于单篇论文的评价模型，特别是网络信息时代期刊论文在线发布后，可以方便的考查计量一篇论文的表现情况，如被点击次数、下载次数、被转载次数和被引用次数等，为单篇论文的跟踪计量与综合评估提供了可能。（阿宽原创）

为“通信作者”正名

为通信作者正名翻开国内各大期刊，许多期刊都在作者简介一栏赫然标署着通讯作者或通信作者。名称之不统一，以致包括编辑和作者在内的许多人都不知此为何物。我要为之正名的在于两个方面：一是称谓上的规范化，二是名副其实的问题。首先，从称谓规范化考虑，笔者以为：应该使用通信作者而不是通讯作者。根据新版《现代汉语词典》（第 5 版 ) 通信与通讯词条的释义：【通信】①用书信互通消息 , 反映情况等。②利用电波、光波等信号传送文字、图像等。根据信号方式的不同 , 可分为模拟通信和数字通信。旧称通讯。【通讯】①通信②的旧称。②翔实而生动地报道客观事物或典型人物的文章。比较可见，通信与通讯各有分工，语义不同，不再通用。在利用电波、光波等信号传送文字、图像等这一意义上，须用通信，而不用通讯。与之相关的词语有通信兵、通信卫星、通信工程、通信技术、通信系统、无线电通信等。通讯则只用于与新闻报道相关的词语，如通讯社、通讯网、通讯员等。通信的语义丰富，使用范围更广。设置通信作者的目的主要是方便编辑、读者等与作者联系，而该作者一方面联系方式相对固定易于联系，另一方面，作为通信作者应是文章的主要责任者，应该对文章中相关问题负有答辩的能力和承担学术责任。从这个意义上讲，应该是使用了通信的第一个意项，即用书信互通消息。只是在信息网络时代，互通消息的媒介不再局限于纸质的书信，取而代之的是各种现代的信息交换模式，如电话、 email ，网上论坛， QQ ，系统留言，等。国外期刊普遍使用的 Corresponding author ， correspondence 也证实和支持敝人的观点。关于国内对通信作者冠以各种功能和待遇，是具有中国特色的创造和活学活用。近年高校要求研究生必须发表署名第一作者的文章才能毕业与获得学位。然而，研究生一般都是在导师指导下做着导师申请的科研课题，有的高校还规定，导师若无课题则不准招生。如果研究生都署名第一作者把研究成果发表了，导师没有成果又怎么办？于是，许多高校便出台政策，导师可作为通信作者署名发表文章，通信作者的学术地位和待遇等同第一作者。于是通信作者大行其道，红极一时。为了防止在文献引用时只列前三作者其后被等（ et al ）掉了，通信作者总是占据第二或第三作者的位置。然而，通信作者有时又被活学活用到难以容忍的地步。如有的搭车署名，什么工作也不做，对文章内容完全不了解，但为了获得国民待遇，也找路子变成通信作者。还有的为负不起发表费的作者缴费，从而成为通信作者，而实际上是出资作者（ money author ）。还有更搞笑的，导师为了避嫌干脆自己当起第一作者，而把通信作者禅让给自己指导做具体工作的研究生！凡此种种，均是对通信作者的误用。因此，笔者呼吁，通信作者应正确标署，更重要的是应名副其实。（阿宽原创）
