在美國避難所的親身經歷(上) 蔣繼平 2017年9月10日 我現在在美國佛州的一個避難中心寫這篇博文。這個避難所是在南佛州的李縣,埃思特羅市的一個體育館內(Germain Arena, Estero, Lee County, Florida). 這個避難所是李縣為防范艾瑪颶風而設立的第九個避難場所。在九月8日前,李縣開設的八個避難場所已經達到能夠接受難民的極限。所以,李縣在9號又增開了兩個。我現在所在的就是這個新增的場所之一。官方通知說,這個避難所在9號上午10點開始接收難民。結果,凌晨5點就有人開始在門口排隊。 我們家離這個避難所很近,開車不到五分鐘。因而,我們在8點一刻開車出門去避難所。車子開到離避難所還有兩條街的地方就嚴重堵車。幾乎所有的車子都在排隊去避難所。輪到我們進避難所停車場的時候,非常大型的停車場已經差不多停滿了車。我就近找了一個空車位就把車停好了。從我停車的地方到體育館的大門大約有兩百米的距離。不過,因為整個體育館只開一個大門讓難民進入,所有的人都只排一個隊伍,因而,排隊的人群已經組成了一條長龍。這條長龍是見首不見尾。我們拉著行李,大大小小八個包,加上一個88歲的老人,我們的行動速度是緩慢的。 我們一行三人朝著人們走動的方向走,去找隊伍的尾巴。轉過體育館的一個角,我門看到了隊伍的盡頭。我們和其他人一樣,按照先後秩序排隊。我們站到隊伍中大概在9點左右。在我們後面還有大量的人群前來排隊。 十點開始登記入住。這個過程非常緩慢。我根據這個速度,推算輪到我們進大門最早在下午2點左右。我把我的估計告許了太太。太太說這樣的話我們需要五個多小時一直站在露天,那老母親怎麼受得了?所以,太太立即想出一個辦法。她把我們帶著的一個小型冰箱放在路邊的樹蔭下,讓母親坐在冰箱上,我們兩人排隊,順著隊伍走,當我們轉到她坐的位子時,再把她和冰箱移到前面的樹蔭下。這個辦法很不錯,為老媽解決了一個十分困難的問題。 在排隊的過程中,我們看到好幾位老人昏倒在地,醫務人員和救命車不斷地前來急救。 經過漫長的移動,我們終於在下午2點到達大門。我對太太說,我的預計一般非常準確。進入大門就是登記註冊備案。工作人員簡單地審查了一下我們事先填好的表格,查看我們的身分證,然後給我們每個人手臂上套上一個粉紅色標籤,告許我們進入內部自己找一個地方安置下來。 我們按照工作人員指示的方向順著人群流動進入體育場。這個體育場是一個國際標準冰球場。我們以前來這裡溜過冰。所以,我對它的構造和布局還是了解的。 當我從一個邊門進入體育場後,發現整個球場的地面已經全部被滿滿的人群佔領了,只有四周的座位還有好多空著的位子。我們選擇了一個比較空的區域找了幾個座位安置下來。 在我們後面的人,也是和我們一樣,在四周的觀眾席上找到自己的位子安置家當。 在整個避難場地,我們見到一些荷槍實彈的國民警衛軍,負責社會安全的警察,交通警察,救火員,醫務人員,應急處理人員,和義務工作人員。他們負責維持公共秩序,應對特發事件。這些國民警衛軍人都身掛自動步槍,所有的警察都佩帶手槍。 雖然來避難的人很多,但是,整個避難場地秩序井然,沒有人插隊,沒有人大聲吵 有看到美國人插隊和爭吵,他們都非常禮貌和互相尊重。雖然他們看起來生活得不那麼如意,但是在公共場合的行為還是比較文明和有教養的。這是我感到欣慰的一面。 因為這個體育場是冰球場,它的冷卻系統很強大,所以,整個體育場內的溫度很低,人人都覺得冷。天花板上的燈光發著刺眼的光芒,大多數人只能坐著。因而,幾乎沒有人可以安然入睡。我和太太幾乎一夜無眠。 現在是星期天下午三點,正是颶風中心經過的時刻,巨大的體育館的鋼架結構發出震耳欲聾的吼聲,讓人感到一種心驚膽顫的恐懼。
