国家卫生服务系统( national health service system , NHSS )是指一个国家或地区提供的医疗、预防、保健、康复、计划生育指导和健康教育等服务的组织和机构在提供卫生服务过程中所形成的相互关联的一个系统。NHSS属于疾病控制论中社会系统的一个子系统,对疾病在机体、人群和社会各个层面的控制都起着至关重要的作用。NHSS也可以作为疾病控制论中的一个独立系统考察。设: NHSS={H 0 ,H 1 ,H 2 ,,H n-1 ,H n }, (1) H n 表示NHSS的一种状态,n 为自然数,随着n 的增大, NHSS 状态由优变差,n 值所确定的是该种 NHSS 状态在可能性空间中的排序,每个间隔是均等的,根据研究要求及技术所能达到的程度,间隔可以无限缩小,这个间隔我们定义为 NHSS 状态指数 。 我们设定H 0 为 NHSS 的最优状态,这种状态具有如下特征: 人人享有基本医疗、医疗服务满足各种层次需求、资源配置合理、管理简约高效、医务工作者安定、发病率稳定、民众医疗常识普及、社会健康意识良好等,并且各项指标处于最优,我们称之为完美医疗( perfect health service system , PHSS )。 完美医疗是人类的一个伟大的理想,是人类对健康孜孜所求的最高境界,是理论上的最好状态,现实中也许是我们并不能达到,但我们可以经过长期和科学的控制,无限趋近。

In 2006, President Hu Jintao emphasised the importance of scientific and technological advances to make China one of the world's most innovative countries. 3 Such innovation and commitment to research play a crucial role in guiding, implementing, and evaluating health reforms. The dedication to public health will be judged by the leadership shown in tobacco control, and the opportunities for cooperation across Ministries to reverse China's smoking epidemic. 4 Meanwhile the commitment to excellence in health care will be assessed by the extent of support for academic research. The Lancet will follow these events and others as we pre pare a themed issue on health care in China to examine progress after our Series in 2008 on health-system reform in that country. 5 The issue will be published to coincide with a conference organised by the China Medical Board in Bejing in April, 2010 . For the issue, we seek submissions of original research from China or from research teams collaborating with colleagues in China. Priority will be given to studies that will inform practice not only in China, but also in similar settings elsewhere.
