The evaluation of cluster policy by fuzzy MCDM: Empirical evidence from HsinChu Science Park Chia-Chi Sun *, Grace T.R. Lin, Gwo-Hshiung Tzeng Expert Systems with Applications 36 (2009) 11895–11906 a b s t r a c t In the recent years, industrial clusters have received considerable attention from economists and industrial analysts, because they are seen as the main reason for economic growth and success of certain economic region. This study systematically reviews past researches of industrial cluster. The purpose of this paper is to contribute to the understanding of this issue regarding the driving forces for the growth of industrial cluster and find out the priority among these cluster policies. Taiwan HsinChu Science Park is a prime example for this paper, and its connection with the innovative participators. We begin with an examination of the literature on cluster about its driving forces and policies upon which we propose a conceptual framework. In doing so, we explore the cluster-based industrial system. Then this research adopts the Fuzzy Analytic Hierarchy Process as the analytical tool. The Fuzzy Analytic Hierarchy Process method is used to determine the weightings for evaluation dimension among decision makers. From our research results, the Factor Conditions is the most important driving force for advancing the industrial cluster performance. Moreover, the promotion of international linkages policy and broader framework policies rank the first two priorities for cluster policy. Overall, this paper concludes with some simulations of cluster policy alternatives confronting the industry and the Taiwanese government. When deal with weights of different factors, author invite ten experts to group decision making. 刚从美国回来。7月9号一早离开北京,到7月26号晚上从美国回到北京,历时半个多月,很有一些感触,有些话想说说。这一篇就先说说感触最深的美国人的信用吧。 以前听到很多关于美国人很重视信用,非常讲信用。不知大家看了我们下面的经历后,是否还会这样认为? 这是我第二次去美国,参加由美国航空航天协会(American Institute of Aeronautics and Astronautics )主办的一个国际会议并顺访和我的课题组有一些学术交流的三所美国大学。上一次是今年4月份去休斯顿参加国际宇航科学院(International Academy of Astronautics)和NASA共同主办的一个学术会议【见博文: 一学生论文获得第18届IAA“人在太空”国际学术会议最佳墙报奖 】。 和我同去的研究生为了此次美国之行专门买了一个新箱子,是随行箱。本来是不打算托运的,但是应航空公司的要求还是办了托运。到达后发现箱子固定拉杆的塑料板框被摔坏,我们想,摔坏了就应该赔了,然后就去找 US Airways 航空公司服务处交涉。 服务处的一个女接待员听完我们的陈述后,首先表示她相信箱子是被他们托运摔坏的,但是按照他们公司的赔偿规定,只有箱子完全损坏丧失使用功能,连东西都不能装的情况下,他们才给赔。我们箱子的这种损坏他们不给赔偿,并说你们托运行李就应该知道可能会被摔坏,应该有这种心理准备和接受能力, 托运就是扔 , 摔坏一些很正常! 我们无语,那就认了吧。这是此行第一次见识美国公司的信用,然而这只是刚刚开始。 我们此行的行程比较复杂,要访问三个大学,并在波特兰(Portland)参加一个国际会议。路线是: 北京——西雅图(转机)——盐湖城——(乘网上预订的机场巴士)——犹他大学(University of Utah)所在的小镇Logan——(再乘同一公司的巴士)——盐湖城机场——(乘飞机)——亚利桑那大学(University of Arizona)所在城市图森(Tucson)——(乘飞机)——波特兰——(乘灰狗车)——俄勒冈州立大学(Oregon State University)所在的小镇Corvallis——机场巴士——波特兰机场——西雅图(转机)——北京。 我们碰到的第二件见识美国公司信誉的事情发生在从犹他大学所在地Logan回盐湖城机场的巴士问题上。我们提前在网上预订了Cache Valley Limousine公司的巴士,飞机是下午7点起飞,乘坐巴士到机场大约1个半小时左右,因此我们预订了下午4点的巴士。 信用卡付款后票务系统也生成了有条码的乘车收据 。 为了保险起见,我们在下午2点多给巴士公司去电话确定我们的巴士,没想到他们回复说没有查到我们的预订。我们反复交涉, 他们就是一口咬定说没有我们的预订 。于是只好联系犹他大学接待我们的教授,教授给他们打电话,他们说找到我们的付款记录了,但是没有我们的预订记录,他们这天4点的巴士车取消了,我们只能坐他们5点的车。 这时候我们就明白了,是因为定这班车只有我们两个乘客,他们经济上不划算,因此想抵赖 。我们如果乘坐5点的机场巴士,就有可能误了航班,我们当然不能答应。最后接待我们的教授从中调停,让我们乘坐另外一个公司的4点钟巴士,并让Cache Valley Limousine公司把车费退给我们。没想到他们退费也想赖,在此后的两周,他们一直都没有给我们退款,反复打电话催促直至近日才退。 但是这样如此不讲信誉的事情还没有结束。Cache Valley Limousine是一家小公司,由于金融危机可能是快破产了才这样的吧,没想到大公司也不例外,接下来是我们遇到的第三件事。 7月21日从波特兰到俄勒冈州立大学所在地Corvallis。我们提前从网上预订了美国最著名的全国性长途汽车公司——灰狗公司的长途汽车(波特兰——洛杉矶),我们提前1个多小时到了车站候车,上车的手续很正规,司机还把每个人的车票和身份证件登记在一张表格上,让人心里感觉挺踏实的。 没想到车在到我们的目的地还有一站的时候,司机让所有到Corvallis的乘客都下车换乘另外一辆车, 原因是她说另一辆车快。实际上我们已经从她和公司的通话中听到,在这站有很多远途的客人要上车,但是没有座位了,这才是她让我们换车的真正原因。看到同行的两个美国人也没有表示异议,我们也就只好从了。 换乘的这个车是个慢车,本应一站到Corvallis的,但是这个慢车又停了若干站,每次都要从高速公路上下来,绕到村子里面停车上下客。我们的车正点到Corvallis的时间应该是14:50分,而这个慢车直到3:30分才到。晚点到也没关系,他们应该把我们换车的信息告诉车站,这样去车站接我们的俄勒冈州立大学的教授就可以问到我们换车后到达的时间。也赶巧,接待我们的教授手机没电了,我们一直和她联系不上,但是想到这个倒也没有太担心了。 下车之后没有见到接我们教授,问站上服务员他们也说不知道。后来几经周折才和接我们的教授联系上,才知道她提前就到站等着接我们,我们的车到后,没有见我们下车,她问司机, 司机竟然说我们也许是错过车了,她不知道 。明明是她让我们换的车,现在竟然说我们可能是错过车了,她居然这样明目张胆的撒谎,说不知道。到这里我们真是不知道说什么好了,这不仅是有没有信用的问题了,简直就是人品有问题! 我不相信是我们不走运,还是赶巧在非常有信誉的美国碰上了几个无良公司和无良雇员。之前的美国是啥样咱不知道,只是听说都很讲信誉。现在碰上金融危机了,信誉就都放下了哦,有点缺钱就不用讲信用了吗? 是啊, 连美国政府现在都想赖世界各国的债务,包括中国这个冤大头 !还想期待美国的那些快要倒闭的公司能有多少信用吗?! 至于你们信不信,我反正是信了!
