Expected to house 1250 researchers and 250 support staff, the United Kingdom Centre for Medical Research Innovation (UKCMRI) will cost more than 500 million to build and could be ready by the end of 2014assuming several possible obstacles dont derail the effort. The project, first announced in 2007, brings together the U.K.s Medical Research Council (MRC), the two charities Wellcome Trust and Cancer Research UK (CRUK), and University College London (UCL). At the briefing, Paul Nurse, the BritishNobel laureate and head of Rockefeller University in New York City who has been leading the development of UKCMRIs scientific plan, spoke of the four partners ambitions. They are to create a multidisciplinary institution dominated by early-career scientists who wont be constrained by departmental barriers or a focus on a single disease or medical strategy. The institute, says Nurse, has a simple goal: keep Britain at the forefront of biomedical research in the world. Others at the briefing confirmed that UKCMRI will house a high category 3 infectious disease facility, which means that researchers will be able to work with flu viruses but not even more dangerous pathogens such as the Ebola virus that demand the next level of biosafety. Small animals, such as mice, rats, and ferrets, will be available for experimentation, but UKCRMI has no plans to conduct work on cats, dogs, or primates. Many details of UKCRMI remain to be worked out, not the least which scientists from MRCs National Institute for Medical Research (NIMR) and CRUKs London Research Institute will be selected to join the new institute. The directors of each research center acknowledge that not everyone will move over to the new building; both centers will close and have their land sold off to cover much of UKCRMIs cost. NIMR staff in particular have worried about how many of them will make the move from their famed home in Mill Hill outside London, and MRC chief Leszek Borysiewiczs statement that a large fraction of NIMR will relocate may not completely ease those concerns. MRC also still has to gain approval from the U.K. government for its petition for additional funds to build UKCRMIMRC plans to contribute 45% to 50% of the cost, Cancer Research UK 25% to 30%, Wellcome Trust 20%, and UCL 5% to 10%. And UKCMRI has yet to submit its building plan to the local city council. Some residents are expected to protest the project, complaining that the land was originally designated for affordable housing or arguing that having infectious disease research in the heart of London and next to train hubs could spread pathogens throughout the United Kingdom and Europe. In previous years, research quality has been assessed periodically through the Research Assessment Exercise (RAE). We are currently consulting on proposals for the new framework. We will issue guidance on the REF in 2010 after completing the consultation. The first REF exercise is due to be completed in 2013. We are working in collaboration with the Scottish Funding Council, the Higher Education Funding Council for Wales, the Department for Employment and Learning (Northern Ireland), and with a wide range of stakeholders to develop the new framework. Representatives of the four funding councils sit on a steering group which oversees its development. Assessing research quality The REF will focus on three elements, which together reflect the key characteristics of research excellence. These are: Outputs The primary focus of the REF will be to identify excellent research of all kinds. This will be assessed through a process of expert review, informed by citation information in subjects where robust data are available (for example, in medicine and science). Impact Significant additional recognition will be given where researchers build on excellent research to deliver demonstrable benefits to the economy, society, public policy, culture and quality of life. Impacts will be assessed through a case-study approach that will be tested in a pilot exercise. Environment The REF will take account of the quality of the research environment in supporting a continuing flow of excellent research and its effective dissemination and application. Consultation 2009 The consultation will run from 23 September to 16 December 2009. It sets out proposals for all key aspects of the framework. We invite responses from the higher education sector as well as organisations with an interest in the use and impact of research from the private, public and third sectors. 英国学术研究评估( RAE2008 )最新结果公布 英国 2008 年学术研究评估活动( the 2008 Research Assessment Exercise, RAE2008 )的结果今天正式公布了。 2008 年的学术研究评估,建立在对 159 所大学 52400 名职员发表于 2001-2007 年间的 20 万件学术成果的评估之上,由 1100 名各领域专家分成 67 个小组来对英国各高校研究水平进行打分。而评估结果将直接影响从现在一直到 2013 年,每年总计 15 亿英镑的学术经费的流向;以及影响各校各专业的排名,和未来的招生情况。上一次 RAE 结果的公布是在 2001 年, 24 所表现优异的大学获得了所有科研经费中的 75% 。 从研究实力综合排名来看,排名前五位依然是传统名校:剑桥 (University of Cambridge) 、伦敦政经学院 (London School of Economics and Political Science) 、牛津 (University of Oxford) 、帝国理工 (Imperial College London) 、伦敦大学学院 (University College London) 。但从分专业院系来看,我所访问的威斯敏斯特大学 (University of Westminster) 媒体、艺术与设计学院 (the school of Media Arts and Design, 简称 MAD) 在 2008RAE 中取得了骄人的成果。 MAD 所发表的研究成果中,有 60% 被 RAE 评定为世界领先 (world-leading) 级别;参与 2008RAE 评定的所有大学仅有五个院系达到这个水准,而 MAD 名列全英第二。作为比较,在 2008RAE 所有研究成果的 17% 被评为世界领先级别。 威斯敏斯特大学的前身只是一所工艺学校( the Polytechnic of Central London ),综合排名也不显山露水,但它在媒介与传播研究方面的一枝独秀却得到了权威机构的肯定,也引起了像泰晤士报等主流媒体的关注和报道。事实上,威斯敏斯特大学在全英最早开设媒介与传播研究的专业,最早设置 相关 博士学位,不仅拥有一批在理论方面颇有建树的学者,而且一直强调实践课程并且成果丰硕。在 MAD 中,除了 CAMRI ( Communication And Media Research Institute )这个英国一流的传媒研究机构外,更开设了中国媒体中心 (CMC) 、阿拉伯媒体中心 (AMC) 并拟建立印度、非洲媒体研究中心。放眼研究世界其他地区的问题,这在总体风气保守、仍保有清高骄傲的英国学界是比较难得的。 例如,在理论研究方面, James Curran ( Power without Responsibility 一书作者、现 Goldsmith 学院媒介研究中心主任)、 Nicholas Garnham 、 Paddy Scannell 、 Colin Sparks 、 Jean Seaton 、 Daya Thussu 等知名学者都曾在或仍在这里教学研究, Annette Hill 、 David Gauntlett 等学术新秀则带来了新的视野和方法。其研究领域涵盖从传播政治经济学、媒体所有权、媒体产制、媒体与全球化、媒体历史、政治传播到调查新闻学、受众研究、真人秀、儿童与互联网等范畴。而在实践方面, MAD 与英国广播、电视、电影、音乐界有广泛联系,在从动画制作到广播电视采编、电影配乐等各方面都有十分具体的教学与实习设计。前些天有机会陪同一位国内某高校传播院系领导参观了 MAD 的各种机房和工作室,设备齐全而先进,国内绝大多数传播院系难以与之媲美;打扮很潮的年轻学生们热烈而忙碌的工作,更让人感受到勃勃生机。 威斯敏斯特大学媒体、艺术与设计学院在 2008RAE 中取得的佳绩,是其研究人员勤奋与才干的体现,大概也会使得媒介与传播研究在英国教育与科研圈内更受重视和关注。而威斯敏斯特大学 MAD 、 CAMRI 、 CMC 等机构或许都将从 2008RAE 的结果中获得直接的好处:科研经费将更加充足、知名度更大、在招生就业等各方面更有优势。 转自 http://ohmymedia.com/ 2008/12/18 /1037/

Cutler 发表: National Geographic 1931 年 3 期 283 页 说明:曾经的大英帝国,不列颠千百年的历史在这些乡间小镇上形形色色的旧客栈体现得淋漓尽致。客栈有的很老很老,有的很美很美,大概年代久远的缘故,房间中弥漫着一股沉重的味道。家具都是木制的,大凡边角的地方皆有磨损的痕迹。衣柜,梳妆台,床和床头柜,旧旧的、笨笨的,是一种叫做 怀旧 的风格。床单和窗帘则是单纯的小花朵,淡淡的粉红,浅浅的青紫,十分干净 , 是一种叫做 乡村 的风格。窗户小小的,窗外种植着一排青色植物,殷红小花一丛一丛,在风中跳跃。探头出去,看到外面一个小小的院子,晚风在青瓦红砖之间徜徉( Julia语 );有的却很破很破,像照片上的这个名字叫歪 (Crooked Inn) 的旧客栈。这个位于 K ingswinford的客栈正下方就是煤矿,所以嘛,墙是歪的,地板也是斜的,人好像是直的。简单得不能再简单的场面由于画面特定的几何构图,和黑白片的效果真是绝配。照片是当期《寻访英格兰旧客栈》(Visits to the old inns of England)的一幅插图。2003年, NG出版的《透过镜头》( Through the Lens: National Geographic's Greatest Photographs )中选历史上最伟大的照片时此照片入选。
