论文数量与 GDP 背后隐藏的事情 (王德华) 说起中国的国内生产总值 GDP ( gross domestic product ) ,总是很振奋人心的,也是无比自豪的。每年维持在 8% 左右,令世界刮目、惊叹、担心,甚至恐惧。 我们的高 GDP 发展,这些年之后,我们睁开双眼看看,背后都隐藏着什么呢?带来了什么呢?河流污染了,鱼儿不见了;蓝天消失了,雾霾总是挥之不去;地下水污染了,蔬菜污染了,牛奶污染了,各种食品污染了。人心也被污染了,到处都是阴霾,灰灰的、阴阴的,人们感到压抑。抬头看不到阳光,前方看不到光亮,没有了方向,迷茫、彷徨、恐慌。终于开始问:您幸福吗?终于开始做“中国梦”。曾呼吁要过有尊严的生活,不知道有多少人思考过什么是尊严?什么是有尊严的生活? GDP 带来的成果,依然十分振奋,让我们能够昂头挺胸。可是 GDP 的后果,让我们抬不起头,不知道将来会发生什么事情,那些莫名其妙的病症,那些突如其来的天灾人祸。我们自己把生存环境毁掉了,重建、恢复,谈何容易。上辈子干的缺德事,子孙后代要还债,这有违中国的传统,有违生物界的自然规律。那些层出不穷的环境污染和食品安全事件,真的是断子绝孙的缺德事。我们需要这样的 GDP 吗? 科技界、教育界的发展与 GDP 发展有相似之处。我们的科技论文数量增长速度,让世界惊叹。我们的研究生数量,世界第一。我们的人才工程,也是国际触目。谁分析过世界论文大国后面隐藏的事情?谁分析过世界研究生数量第一背后的事情? 学术环境已经被毁掉了,谁还在追求学问?谁还在追求自然的奥秘?谁还在潜心教书育人?谁还在思考如何发现和培养人才?谁在为这个国家着想?是谁把原本很纯的环境搅得如此浑浊、肮脏不堪呢?污染恶臭的环境,能长出什么样的苗呢?指望现在的青年人都是莲花吗?关于环境对生物生长发育影响的大量研究结果,已经告诉我们,环境在生物发育过程中是如何如何得重要,尤其是对幼年的影响,有些影响是生命过程中不可逆转的。 我们需要这样的国际领先吗?我们需要这样的世界前茅吗? 只认钱,不是正常的社会。只认论文,不是正常的学术。利益第一,物质至上,不是学问人的追求。 马兰(马莲)
著名数学家 杨乐 院士曾说过:“ 100 篇一般性的论文,也不如一篇真正能有较大贡献的论文。”这句话说得好,一语道出了论文发表数量和质量的内涵。 为了名和利,某些科学工作者过于强调论文发表的数量而忽视了质量,经常发表后无人引用、无人关注。 大部分科研人员,一生可能会写上百篇学术论文,但真正解决了某一重要科学难题、对社会发展起到了重要的推动作用、对自然现象的认识有了本质突破、甚至能载入史册的论文,会有几篇呢?我想有一篇就够了。但很遗憾的是,大部分科研人员可能一篇也没有。 我到现在为止,已经出版了 4 部学术专著、发表了 147 篇论文,现在看来,自己较为满意的论文也就 2 篇(中文学术刊物),其他论文写的确实不给力。当年为了解决职称问题,在半年内曾写过 5 篇国际 SCI 论文,主要是用非线性科学理论(突变理论、协同学、耗散结构理论、混沌理论等)研究斜坡稳定性分析与失稳预报方面的论文,当时觉得写的还不错,审稿人的评价也挺高,不妨让大家看看 : “The referees are favourable to publishing the paper based on the motivation that the topic is interesting and contributes in an important manner to the state of the art.” “This manuscript is an interesting analytical treatment of the problem of buckling rock slopes, much more comprehensive than previous studies.” 现在回头再看,这些 SCI 论文只是对斜坡稳定性机制作了一些探讨,并没有突破斜坡失稳的主控因素与本质机理问题。 现在想明白了,没有之前“不给力”的论文作铺垫,那两篇较为满意的论文也写不出来。毕竟对科学问题的认识与突破需要一个长期的过程,有量变才能有质变,有渐变才能有突变。 写论文为何非要在国际 SCI 杂志上发表呢?咱中国人的母语主要是汉语,用汉语表达问题驾轻就熟,在外文杂志上发表文章恐怕不是多数人的强项。咱研究出来的东西为何需要老外认可才行呢?至少在某些研究领域,老外不如我们高明,咱写的东西洋人也不见得看的懂。当年陈景润先生在哥德巴赫猜想方面的研究发表在《科学通报》杂志,不也引起了国内外同行的关注吗? 只要你的科研“货真价实”,确实解决了某一重要科学难题,在何种学术刊物上发表你的研究成果,只是自己的喜好问题,没有论文水平高低的区别。
美国物理研究所( American Institute of Physics , AIP )于 2010 年 11 月创办了一份开放获取 (Open Access) 杂志 “AIP Advances” ,按照 OA 杂志惯例, AIP 也向论文作者收取版面费,每篇 1350 美元;但 AIP 同时说,来自低 GDP 国家的作者可以减免版面费( Waivers or reduced fees may be available for certain authors, for example, from low GDP countries )。 AIP 为什么按 GDP 收取论文版面费呢? 美国人是深谙 GDP 与科研论文的关系的。看来, AIP 的这一政策是针对咱中国人的,咱中国现在既有极高的 GDP ,同时又有巨大的论文数量需求。不妨揣摩一下狡猾的老美是如何理解 GDP 与论文数的关系的。以中国为例 : 有多大体量的 GDP ,就相应的有多大体量的论文数。 2010 年中国的 GDP 超过日本,成为仅次于美国的世界第二经济大国,与此同时, 中国科技人员发表的期刊论文数量,也已经超过美国,位居世界第一。 论文数量也是毫无例外地符合 “ 财大气粗 ” 规律的。 有什么质量的 GDP ,就相应的有什么质量的论文。经济学家说,中国的 GDP 是粗 放型的,单位 GDP 的能耗属世界最高之一;科学家说,中国的论文数是靠粗制滥造冲上去的,单篇论文的他引次数在世界排名要倒着数。 喜欢 GDP 的时候,也在喜欢论文数。 “ 白猫黑猫 ” 理论指导 GDP 的时候,论文数也是这么冲的。 GDP 是硬道理的时候,论文数也是硬道理。 忌讳 GDP 的时候,也在忌讳论文数。最近中国人不怎么开心,不是因为坏事不开心,而是因为两个好消息不开心。一个好消息是日本人将世界第二大经济体的位置让给了中国,一个是美国人交出了世界论文总数第一的宝座,也让与了中国。 提倡 中国经济要从追求数量扩张转向注重质量效益的时候,也在 强调中国的 科研论文要从追求数量转向注重质量。 老外说 ,用 GDP 作为国家经济增长的标准不比把一个人腰围的快速增大作为个人健康改善的指针更有道理。老中说,用论文数作为国家科技实力的标志无异于打肿脸蛋充胖子。 看来,科技是不需要创新的,它只要围着经济转,跟着经济走就行;科学家也不用动脑筋,他们只要围着经济学家的指挥棒转,跟着经济学家走就行。有了 GDP ,自然会有论文数;有了好的 GDP ,自然会有好的论文数。 GDP 与论文数的关系也是遵循马克思主义关于物质和意识关系的哲学原理的。 将 GDP (实质上是钱数)与论文数的关系再具体运用到科研人员身上,有一定的实际指导意义。不差钱数的一般也不差论文数,差钱数的一般是因为差论文数;不差论文数的一般也不差钱数,差论文数的一般来说肯定差钱数。 可以说, AIP 按 GDP 收取论文版面费,既落实了科学发展观,又以扶贫帮弱的实际行动为构建和谐世界作出了贡献。只是咱中国既 差论文数又差钱数的科研人员,跟着中国的高 GDP 倒霉了。不过,同志们要有信心,要勒紧裤带、咬紧牙关,绝不在乎那每篇 1350 美元的版面费,当你不差论文数的时候,你也就不差钱数了!

The listings are confined to those nations, out of a pool of 148, which published at least 10,000 papers across all fields during the period. Countries are ranked by three separate measures: total citations, number of papers, and cites per paper. Scopus 是目前全世界最大的摘要和引文数据库,涵盖了15000余种期刊。作为Web of Science(含SCI和SSCI等)的垄断地位最有力挑战者,Scopus得到了《Nature》以及国际上一批科学计量学和信息计量学家的支持。Bar-Ilan 甚至认为Scopus等新数据库的出现,是二十一世纪以来对信息计量学最有影响的进展之一。Scopus也逐渐被广泛用于科学计量学的研究 及科学评价 。 前人对于世界各国的论文数量及影响力的探讨,主要使用的是SCI和SSCI数据。这里给出一个Scopus1996年-2007年的截面数据(如图所示)。 由图得到以下粗略分析: (1)美国在论文数量、总体影响力和平均影响力上,都有无可争议的巨大优势。 (2)和国民经济实力相似,中国论文在总量上进步较快,但总体质量(影响力)上略为落后,而在平均水平上则惨不忍睹。实际上,在此数据集里,中国论文的篇均被引排名世界205位(当然,个人觉得科学领域的论文平均被引次数后验价值不大)。 (3)中国论文自引率较高,国际交流度不够,这是我国论文影响力相对落后的原因之一。当然这也是母语非英语国家的共同困难。 (4)Scopus比较厚道的是台湾省的标注,但为何香港又 参考文献 Scopus. .http://www.scopus.com/scopus/home.url.
