What a bank does is to send you (blank) checks, with teasing rates (very low rate for the first year, say). I was always careful, because I was afraid the rate could go UP the second year. Finally, my bank sent me a check for USD10k or more, at a 7-year fixed rate of 3.75%. I need cash, so I may finally give in to the temptation. What do I need the cash for? For my son's college tuition, of course.
